Job Summary
Under the general direction of the Co-Directors and Associate Directors, the AP analyst is responsible for developing, reviewing, implementing and advising on academic personnel policies (APM) and other policies that involve recruitment, appointment, merits/promotions, separation, and retention of academic appointees. Additionally, the AP analyst provides guidance on complex compensation and salary administration including differing funding sources and salary scales, varied, intricate compensation programs, and summer salary. The AP analyst also performs complex calculations and advises on policy restrictions. Includes engaging on complicated matters that intersect with other areas of employment such as retirement, benefits, international issues, visas, and administering complicated IT systems (UC Recruit, UC OATS, UCPath) as well as various academic personnel systems specific to the campus. Each analyst is assigned colleges/schools/units for which they manage, https://academicaffairs.ucdavis.edu/vpaa-ap-team-analyst-assignments. They back each other up during absences and assignments may change over time contributing to their advanced knowledge, skills, and expertise. Additionally, some analysts may take lead roles for specific systems, and, among the analyst team, each analyst is able to cover any of these areas and back up their colleagues. The AP analyst serves as a technical leader with a high degree of knowledge and recognized expertise in the academic personnel field; problem-solving frequently requires analysis of unique issues without precedent and/or structure. May manage programs that include formulating strategies and administering policies, processes, and resources. The AP analyst must function with a high degree of autonomy. Uses advanced skills and knowledge of UC system-wide and campus academic personnel policies and collective bargaining agreements to address strategic academic personnel issues and resolve complex situations. Provides guidance, training, and direction to other academic personnel professionals and faculty administrators. Additionally, this position works within the scope of AA's academic personnel team, providing analytical support, planning, problem-solving, assessment, and implementation of academic personnel policies for more than 20 different academic title series. This includes implementing UC policy and collective bargaining agreements on the campus level, assisting with academic personnel reviews for academic appointees, developing training and tools with and for campus departments, colleges, schools, divisions, and units. - Bachelor's degree in related area and/or equivalent experience/training.
- Substantial experience in defining problems, developing creative and practical approaches, and strategizing effective responses and/or resolutions. Demonstrated ability to maintain confidentiality and discretion at all times.
- Experience coordinating large volumes of work; managing detailed projects with conflicting priorities and competing deadlines; and establishing goals and workload priorities. Experience and skill to apply various computer programs (word processing, spreadsheets, databases, web applications) to accomplish assignments. Ability to learn new software programs.
- Experience to convey detailed and complex information to groups and individuals in a training capacity, and to demonstrate and instruct others on the operational use of web-based systems. Organizational and analytical skills to research and interpret data and policy, write recommendations and present analyses both orally and in writing. Communication skills to effectively and professionally communicate in person, in writing, and on the telephone. Experience assessing problems and developing solutions based on an understanding of policy and priorities and analysis of available information to advise others and participate in assessing business processes.
- Advanced knowledge of and ability to apply/interpret systemwide, organization and college/school policies and procedures which govern academic personnel, including collective bargaining agreements. Experience in the areas of academic personnel, higher education administration, or labor relations.
- Advanced knowledge of organization and college/school and departmental/divisional goals, priorities and values, and the legal and human implications of decisions. Knowledge of and experience with campus-wide offices, administrative staff contacts, campus structure, policies and resources strongly desired.
- Advanced knowledge of Academic Personnel related programs and systems. Ability to apply knowledge to train diverse audiences. Experience contributing to the development of new programs and systems. Experience with research, analysis and interpretation of policies, practices and procedures (college/campus/university preferred).
Preferred Qualifications
- Experience with academic personnel policies.
- Experience with assessing training needs with skill to research training options, modify and update existing training information, and to implement new approaches.
- Experience developing written materials for instruction and dissemination in a classroom format and on the Web. Experience working as part of a team that develops and delivers effective solutions.
- Experience using the following systems: University of California HR and Payroll System (UCPath), Cognos reporting, MyInfoVault (MIV), Academic Personnel History & Information Database (APHID), UC Recruit, UC Outside Activity Tracking System (UC OATS), and an electronic document management system, such as OnBase. Knowledge and experience with the Forms Online system.

Academic Affairs oversees and provides information, analysis, and recommendations to senior management (Assistant Vice Provost, Vice Provost, Provost, Chancellor), the Academic Senate and the Academic Federation, and supports the work of senior campus leaders (Department Chairs, Assistant/Associate/Executive Associate Deans, Deans, Vice Provosts and other full-time faculty administrators, Central Payroll, Budget and Institutional Analysis, etc.) with responsibility in the areas of academic personnel/human resource matters. Academic personnel matters include but are not limited to: navigating, understanding, researching, consulting, problem-solving, collaborating, advising and implementing recruitments, appointments, academic labor and employee relations (including advises on conflict management and disciplinary matters for academics and leads all work related to three collective bargaining agreements - RA, IX, LX), advancements, compensation, academic range adjustments, equity analysis, retentions, system-wide reporting (i.e., Deans compensation and outside professional activities, new hires and separations, etc.), leaves (i.e., sabbaticals, FML and other medical leaves, bereavement, etc.), faculty outside professional activities, leading the campus' national and international awards, managing campus-wide awards programs for faculty/academics, leading faculty/academic professional development and training programs, managing academic work life programs, leading diversity initiatives for academics, etc. POSITION INFORMATION
