Collaborates with the Payroll leadership to evaluate payroll processes and develop, implement and test advanced payroll systems. Provides training and guidance to payroll staff members. Performs payroll logistics/processing activities to ensure timely and accurate crediting of payment to accounts, reconciliation and confirmation payroll through the generation and analysis of reports. Performs compliance and functional audits including the review of pay exception reports for payable time status for payroll. Participates in the production of payroll. In the absence of Payroll leadership, will manage payroll processes, functions, and staff. Key Responsibilities:
- Participates in the development of advanced payroll systems such as employee self- service and conversion of absence management to third-party administration. - Plans, develops, tests, and implements system enhancements in accordance with project plans.
- Oversees the production of payroll individually as needed or in partnership with Payroll leadership. Accesses hospital and departmental computer systems to enter and retrieve payroll and/or departmental information. Prepares and respond to routine electronic correspondence
- Receives, reviews and responds to wage and child support and other notices. Balances, prepares and submits payment for all withholding orders.
- Verifies and records payroll information and obtains hours confirmation to release payment as needed. Arranges inter and intra hospital payroll methodologies for department managers. Documents and follows-up on all discrepancies including documents missing hours, taxes, wage, and authorizations/ approvals required for pay check disbursements, and compliance with hospital personnel policies.
- Performs payroll logistics/processing activities to ensure timely and accurate crediting of payment to accounts, reconciliation and confirmation payroll through the generation and analysis of reports.
- Performs compliance and functional audits. Ensures compliance of hospital personnel, payroll and benefit policies with federal and state requirements. Maintains all appropriate tax information for employees and the hospital in accordance with IRS code and filing requirements. Verifies biweekly Patient Services payroll file processing and reconciles related variances. Reviews exception reports prior to pay sheet load, calculates pay sheets and corrects exceptions as needed; follows up on missing pay sheet data. Ensures compliance with all regulatory/tax requirements.
- Schedules check disbursements for employees and department managers for payroll, coordinating earned time payouts, procedures, or documentation with other departments or institutions. Records pay and tax liabilities on the payroll and ledger systems, subsequently adjusting payroll as needed. Provides employees and department managers with standardized information as appropriate
- Trains payroll staffs on daily activities and provides guidance and direction as assigned on payroll operations and procedures and related matters. Provides assistance to other support staff in evaluating and resolving related problems and issues. Recommends and assists in implementing change in internal systems and procedures. Participates in the performance review of payroll support staff.
- Answers telephone calls from employees, clinicians, and department managers. Responds to routine as well as exceptional questions, escalating requests as needed. Composes routine/non-routine correspondence and completes standardized forms as needed. Initiates call for - urgent response as appropriate.
Minimum Qualifications Education:
- Bachelor's Degree or Equivalent is required
Experience:
- 2 years of payroll administration experience or equivalent combination of education and experience is required
