SUMMARY

The Law Enforcement Training Coordinator is responsible for overseeing the development and delivery of law enforcement related training programs, including the scheduling of the Weapons Training Facility, tactical training house, firearms training simulator, Emergency Vehicle Operation Courses, Homeland Security Courses and other Law Enforcement training courses. The position requires the ability to develop and maintain accurate records, lesson plans, and standard operating procedures. This position includes the scheduling of instructors and providing for logistical needs such as supplies and training equipment. Lastly, this position is responsible for overseeing maintenance and repairs for vehicles, the tactical training house, and the Weapons Training Facility. Reports to the Deputy Director for Law Enforcement Programs.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential Functions and Accountabilities

  • Works closely with the Montgomery County Chiefs of Police Association.
  • Reviews, adjusts, and prepares training curriculum for approval.
  • Responsible for scheduling the use of the Weapons Training Facility.
  • Reviews requests for facility use and coordinates with other sections and divisions.
  • Prepares classrooms, technology/audio-visual aids, lesson plans, rosters, class workbooks and other materials required for training.
  • Conducts hands-on training, lectures and written material using approved lesson plans.
  • Develops and conducts tests, enters documentation into computers, prepares certificates, and retains all training class files.
  • Represents the division and department at meetings, both internal and external.
  • Assists in the preparation and delivery of exercises and drills.
  • Recruits, trains, evaluates, supports, and retains excellent instructors.
  • Conducts studies to determine the need for new or revised customer training needs.
  • Works in close cooperation with Law Enforcement, Fire, EMS, Rescue, Hazmat, Technical Rescue disciplines and Emergency Management.
  • Assists with Emergency Operations Center (EOC) activations and drills.
  • Assess training effectiveness, identify areas for improvement and adjust programs accordingly.
  • Makes recommendations for repairs, improvements, new equipment, and updated equipment.
  • Proficiently operate the armored Bearcat vehicle on an as-needed basis.
  • All other duties as assigned within the scope and range of job responsibilities.

Education and Credentials

  • Bachelor's degree in criminal justice or related field or an equivalent combination of education and experience may be substituted.
  • Completion of the FBI National Academy is preferred and may be considered in lieu of bachelor's degree depending on entire experience and educational background.
  • Certified Firearms Instructor, preferred.
  • MPOETC certified Instructor, preferred.
  • Completed a general methods of instruction course, MPOETC approved, preferred.
  • A valid driver's license is required, and a satisfactory driving record and ability to maintain throughout employment.
  • Must have FBI clearance, PA Child Abuse and PA State Police clearances and maintain them throughout employment.

QUALIFICATION REQUIREMENTS

  • Ten years of Law Enforcement experience.
  • Ability to develop and maintain professional relationships.
  • Ability to present a positive, professional image and exercise good judgment at all times.
  • Must have excellent interpersonal skills to communicate with students, staff, instructors, superiors, officials, and the public.
  • Familiar with Pennsylvania Law Enforcement Accreditation Program and other law enforcement certification commissions and boards.
  • Ability to drive or have reliable transportation.
  • Ability to communicate verbally and in writing.
  • General knowledge and understanding of Emergency Services policies and procedures.
  • Ability to occasionally work into evening hours and weekends.
  • Computer skills, but not limited to MS Word, Excel, PowerPoint, Teams and Zoom.

PHYSICAL DEMANDS

  • Designated as an "essential employee" and may be subject to 24-hour, 7-day availability for all-hazard emergency incidents which could require response to an incident and/or the Emergency Operations Center (EOC). The position may require the individual to function in austere work environments for long time periods.
  • Working in an indoor and outdoor environment, in heat and cold.
  • Ability to perform in environment required by position, including weapons training area, SWAT type props, elevated positions, etc.
  • Ability to sit, stand, and walk for moderate periods of time.
  • Ability to work on rooftops and ladders.
  • Significant and repeated use of a keyboard and mouse.
  • Ability to travel to other County locations to meet with staff and management.
  • Occasionally it may be required to perform medium level and/or heavy level physical work that would include reaching, walking, pushing, pulling and lifting.
