Summary:

The Management Analyst I advises, assists, prepares and reviews all information involved in the preparation of purchase orders and related contractual issues, monitors assigned contracts from cradle-to-grave for timely submission from request through approval, in accordance with the applicable Federal Acquisition Regulations and the Department of State Regulations and performs acquisition support functions required to fulfill the agency requirements.


Responsibilities

Essential Job Functions:

  • Drafts procurement related documentation such as scopes/statements of work, specifications, sole source justifications, urgent and compelling justifications, evaluation criteria, requisitions, solicitation package materials, cost benefit analyses, and cost reasonableness statements
  • Monitors a number of assigned contracts to ensure that funding levels and performance periods are adequate, valid, and that required administrative contract actions are initiated if necessary
  • Provides expert advice, research, and support on a variety of contractual issues within the complex framework of regulations and procedures, particularly regarding the Federal Acquisition Regulation (FAR)
  • Provides expert advice to DS/T/ATA on all contracting and acquisition activities
  • Provides coordination for ATA with the DS/EX Contracts and Acquisitions Branch
  • Drafts task orders and modifications on ATA contracts for Contracting Officer's review
  • Drafts IAA task orders and documents and acquires necessary approvals/signatures
  • Receives cost proposals for Interagency Agreement (IAA) task orders and reviews for accuracy
  • Submits documents to DS/EX/CAP for processing
  • Receives monthly invoices for review/approval
  • Submits funding requests
  • Processes proposals for Grants/Cooperative Agreements
  • Performs other related duties as assigned

Qualifications

Necessary Skills and Knowledge:

  • What you'll need to wow the customer:

    • Strong working knowledge of the Federal Acquisition Regulations (FAR) and the ability to apply them effectively to ensure compliance, reduce risk, and help our customer navigate complex requirements with confidence.
    • Proficiency in Microsoft Excel beyond the basics, including the ability to build and troubleshoot formulas, create and interpret pivot tables, and analyze data to identify trends, summarize findings, and support decision-making.

Minimum Qualifications:

  • Must be a US citizen and must be able to obtain/maintain a SECRET security clearance
  • Bachelor's Degree, or a combination of formal education, technical training, certification and/or experience (eight years of directly related experience that provides the requisite knowledge, skills and abilities may be substituted for the degree requirement).
  • Highly developed writing and verbal communications skills are required; ability to effectively communicate with personnel at all levels within the Department of State and other government agencies
  • Thorough knowledge of the Federal Acquisition Regulations (FAR), the Department of State Acquisition Regulations (DOSAR), and other Department procurement regulations, policies, and procedures
  • Must be Proficient in the use of Microsoft applications (MS Word, PowerPoint, Excel, Outlook, Teams, and SharePoint) Oracle Based Programs and PeopleSoft Programs

Pay and Benefits

The annual salary for this position is $112,425.04.
