Hill International is seeking a Healthcare Program Manager willing to relocate to Singapore for this opportunity

We are seeking to appoint a world-class Healthcare Program Management Expert to advise on and embed best-practice program management approaches within a major hospital development project in Singapore. This strategic appointment aligns with national objectives for improved healthcare infrastructure delivery and will serve as a cornerstone of a long-term transformation initiative in partnership with our client, the local health authority and the local building and construction authority. This individual will provide high-level advisory and implementation support for program management frameworks, benefit realization planning, governance models, risk and opportunity management, and stakeholder alignment strategies on the project. The role also carries a critical knowledge transfer mandate, ensuring capacity building both within our internal consultancy team and with external stakeholders from within the client organization.



  • Serve as the lead program management advisor to our client and the hospital project's leadership team.
  • Provide strategic guidance on the application of international best practices in healthcare program delivery, including methodologies such as MSP (Managing Successful Programs), PMO development, and earned value management.
  • Lead the development of integrated program governance structures, roles, reporting tools, and communication frameworks.
  • Apply deep knowledge of healthcare infrastructure development-design, procurement, commissioning, digital health integration, patient-centric facility design, and operational readiness.
  • Guide the articulation and translation of client requirements into program-wide outcomes, ensuring alignment between facility planning and service delivery goals.
  • Establish and lead a structured knowledge transfer and mentoring framework, with dedicated support for a local "shadow" program manager from our consultancy team.
  • Conduct workshops, working groups, and best-practice clinics with the client, project stakeholders, and consultants.
  • Design and implement benefit management strategies and dashboards to quantify and monitor the realization of program outcomes.
  • Provide performance insights and actionable improvements to optimize delivery timelines, cost, and quality outcomes.
  • Interface regularly with stakeholders at all levels, including C-suite levels within our client organization, hospital leadership, clinicians, consultants, and delivery partners to foster shared ownership and program success.
  • Communicate complex program data in a way that enables executive decision-making and policy alignment.


  • Must be willing to relocate to Singapore for the program.
  • Degree in Engineering, Architecture, Project Management, Healthcare Planning, or a related discipline.
  • Postgraduate qualifications (MBA, MSc in Program Management or Health Systems) desirable.
  • Professional certifications in program management (e.g. MSP, PgMP, MoP, PRINCE2, or equivalent).
  • Minimum 20 years of professional experience in program management, with at least 10 years in major healthcare infrastructure projects.
  • Recognized as a thought leader or senior advisor in the healthcare capital development space, ideally with publications, speaking roles, or leadership positions in international institutions.
  • Proven experience advising government health ministries or public health institutions on capital project delivery or healthcare transformation programs.
  • Exceptional ability to design and communicate structured program management systems that align with public sector needs.
  • Demonstrated success in complex, high-stakes environments requiring stakeholder diplomacy and multi-disciplinary coordination.
  • Strong mentoring, coaching, and training facilitation skills.
  • Systems thinker with strong analytical capability and evidence-driven mindset.
  • Able to work across different cultural and institutional environments with humility and clarity of purpose.


Preferred Experience



  • International track record of delivering major public hospital or healthcare infrastructure programs in jurisdictions with leading/respected healthcare reputations.
  • Familiarity with the Singapore healthcare ecosystem and/or previous consulting experience in the region is a plus.
