Job Summary

The Loudoun County Health Department is seeking a self-motivated, detail-oriented, and dedicated professional to join our team as an Environmental Health Data Specialist. This position is essential to maintaining compliance with local wastewater and water well ordinances, protecting public health, and ensuring the accuracy and integrity of environmental records. The successful candidate will support the Compliance Program and other Environmental Health programs through a variety of data-related functions, including entry, tracking, cleaning, and management, while maintaining logs, files, and multiple environmental health databases.
This position reports to the Wastewater and Water Division and requires the ability to work independently and as part of a team. Successful candidates will demonstrate strong technical knowledge, organizational and problem-solving skills, and a customer-service mindset. Key responsibilities include, but are not limited to:
- Track and manage inspection reports, notices of violation, civil penalties, mass mailings, and other cases.
- Provide support for creating, mailing and posting of compliance letters, notices of violation, and tickets to property owners.
- Maintain and update Environmental Health databases.
- Assist with the preparation of enforcement cases and provide court testimony as needed.
- Monitor licensing data to ensure DPOR operator licenses are current.
- Analyze inspection and maintenance data, generate reports, and ensure accuracy in both local and state systems.
- Submit required compliance data to the Virginia Department of Health (VDH) and other regulatory bodies.
- Collaborate with system owners, operators, and installers to resolve deficiencies and ensure compliance.
- Train operators, pumpers, and homeowners on data reporting tools and system use.
- Support database development projects to improve functionality and efficiency.
- Respond to data requests, develop custom reporting tools, and ensure regulatory compliance.
- Assist other Health Department programs with data gathering and tracking, including program-specific performance metrics.
- Perform other duties as assigned.
Hiring salary is commensurate with experience.

Minimum Qualifications
-
Bachelor's degree in Environmental Science, Environmental Engineering, Public Health, Geology, or related field; two (2) years of directly related experience preferably involving data management and analysis; or equivalent combination of education and experience.
Preferred:
- Knowledge of laws and regulations associated with Virginia environmental health.
- Local government work experience.
- Virginia DPOR Onsite Sewage System Operator license.
- Virginia DPOR Onsite Soil Evaluator license.

Job Contingencies and Special Requirements

- Pass pre-employment background checks, including fingerprinting and DMV checks.
- May be required to work during County emergencies 24/7; and if so, may be assigned to a different location or asked to serve in a different capacity.
- Some evening/weekend work may be required.
