TITLE: State Government Affairs Analyst REPORTING RELATIONSHIP: Director, State Advocacy BASIC FUNCTIONS: Conduct state legislative and policy analysis and research on assigned portfolio issues in support of American Academy of Pediatrics (AAP) chapter advocacy goals. Facilitate the dissemination of information to AAP chapters, committees, sections, councils, task forces, and membership, and provide strategic consultation to these groups for use in their state advocacy activities. Develop, maintain, and disseminate advocacy resources and products. Develop and strengthen relationships with coalitions and external stakeholders related to issues in assigned portfolio and as needed to support AAP advocacy priorities. Coordinate and organize efforts to develop and support chapter outreach and relationship building with key members of their Congressional delegation. Provide support for the planning and execution of the annual Advocacy Conference. DUTIES AND RESPONSIBILITIES: 1. Analyze state legislation, regulations, and court rulings, and conduct research on assigned portfolio issues, including child welfare, foster and kinship care, and LGBTQI+ health and wellness. Develop related reports and presentations for AAP chapters, committees, sections, and councils. 2. Provide analyses and technical assistance on assigned issues to AAP chapters, committees, councils, and sections. 3. Produce and disseminate advocacy materials on assigned issues in the form of advocacy strategy and guidance documents, e-updates, and other advocacy resources on assigned issues 4. Monitor state legislation by using web-based tracking systems and other sources and manage the dissemination of information to constituent groups and outside stakeholders on portfolio issues. 5. Serve as primary liaison to, and communicate with AAP chapters, committees, councils, sections, and members as well as external stakeholders on assigned key state advocacy issues and initiatives, and provide related policy information, analysis, and guidance. 6. Advise on tactics and strategies to advance state advocacy on issues in portfolio, including child welfare (child abuse and neglect) and LGBTQI+. 7. Conduct political analysis and make recommendations for advocacy approaches that meet AAP state chapter advocacy goals and build chapter advocacy capacity. 8. Coordinate AAP chapter engagement activities and events related to state and federal advocacy campaigns and develop advocacy plans of action to support broad AAP advocacy campaigns 9. Collaborate with the federal advocacy team to support state chapter engagement in and relationship building with Congressional delegations in support of key federal advocacy opportunities. 10. Provide dedicated support to all aspects of the planning and education of special events, including the annual Advocacy Conference. 11. Conduct Advocacy trainings and exercises with AAP state chapters and districts 12. Collaborate on the planning and implementation of AAP advocacy education and strategizing, including Chapter Blueprints, state advocacy webinars, the National Conference & Exhibition, the Leadership Conference, and the Advocacy Conference. 13. Serve as staff liaison to designated national organizations that focus on state government policies and coordinate AAP participation in their meetings, as needed. 14. Respond to member/chapter advocacy inquiries. 15. Contribute written analysis and summaries for advocacy reports, trainings, and member-facing materials for issues within portfolio. 16. Provide support to Director and senior leadership with advocacy information and advice on state issues including issue briefs, talking points, and memos. 17. Assist with staffing the Committee on State Government Affairs. 18. Maintain relationships and collaboration with advocacy, communications, and other staff. 19. Perform other duties as assigned. EDUCATION: Bachelor's degree in political science, public policy, public health, or related discipline or an equivalent combination of relevant education and work experience required. Master's degree preferred. EXPERIENCE: At least three years' experience in state government/legislative advocacy or relevant association work, including some experience tracking state legislation and researching and analyzing state advocacy and public policy issues. Prior experience with child welfare and LGBTQI+ policy and advocacy strongly preferred. ESSENTIAL SKILLS: Excellent organizational, interpersonal, critical thinking, negotiation, prioritization, and verbal/written communication skills required. Must be a strategic thinker with superior writing skills and diligent attention-to-detail to coordinate a wide array of time-sensitive work, be able to manage multiple priorities simultaneously, work both independently and as part of a team, exercise good judgment, display initiative, collaborate effectively with various internal and external constituents, and contribute to fostering an inclusive culture where everyone feels valued and respected. Absolute factual reporting is essential, as well as expertise in related legislative and regulatory processes. Strong technical acumen essential with proficiency in MS Office and the ability to learn and apply new technologies; experience with virtual meeting platforms (eg, WebEx, Teams) preferred. Some travel and evening/weekend work is required. A reasonable estimate of the current base pay range for this position is $90,207.61 - $95,219.28. Compensation decisions take into account a wide range of factors, including but not limited to relevant experience, skills, certifications, geographic location, business needs, and organizational policies.
