Fincantieri Marinette Marine, a Fincantieri Marine Group Company, is a progressive shipyard specializing in building ships for the United States Navy. We currently have an opportunity for a Manager of the Material Program Management Team at our Marinette, Wisconsin location. POSITION SUMMARY The Material Program Manager (MPM) is responsible to ensure that strategic material planning processes are in place to enable operational and production continuity. The MPM has the responsibility for managing the relationships between the program office and the supply chain organization. They will takes a coordinating lead, working closely with internal and external parties to ensure issue of the PO with the Supplier are aligned with the Project Schedule to support the Engineering phase and supply of materials is in place to satisfy production requirements. Must be able to deliver efficient, effective and flexible solutions to meet production requirements. The MPM team will work to ensure technical information will exchange in time with the Engineering Department and materials are properly received, in time, stored, and released to production in the manner that best supports manufacturing's needs. The MPM team will follow the expediter process and highlight for any misalignment from the schedule and ensure processes are developed and executed across the company to ensure compliance to Defense Contract Management Agency (DCMA) Material Management Certification. The MPM will be working at the front end of the business, coordinating supply chain resources to support the capture plan by managing the material and services content of the proposal pipeline. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Develop material/services forecasting, cost/schedule/quality management performance, and metrics.
- Coordinate key Supply Chain expanded risk and opportunity activities
- Take ownership of material planning issues that arise, including over or under delivery.
- Responsible to follow up/escalate actions in the event of material shortages that affect production.
- Work proactively with Production Planning and Control (PP&C), Engineering, and Manufacturing to ensure material availability in support of production need dates as well as with Purchasing to avoid delivery out of sequence (too early or too late).
- Tracking Special material Ordering Schedule (SMOS) items and pushing to have material delivery dates aligned to program but also pushing procurement to have POs up-to-date on Revisions.
- Support material management in resolution of shortages related to production orders.
- Track and monitor Hardware Problem Report (HPR) items to push resolution in cooperation with procurement team.
- Ensure that material discrepancies are resolved and corrective actions are taken to rectify future issues.
- Provide input to the Material Estimate At Completion (MEAC) including supply chain risk and opportunities.
- Develop and maintain a material program plan when required by a program.
- Manage inventory risk and ensure that contingency plans are in place.
- Evaluate in conjunction with procurement team which materials to be procured as stock (min/max logic) or directly to the project.
- Develop forecast of materials consumptions cross program to better support procurement of goods, especially commodities and optimize FMM storage needs.
- Seek and recommend solutions to overcome issues arising in order to meet production requirements and address operational risks.
- Ensure that material scheduling strategy and processes are in place and work effectively in order to ensure material supply meets production requirements with minimum stock levels, whilst optimizing costs.
- Carry out oversight of entire material timeline from engineering to production.
- Establishing priorities and looking ahead of major material forecasting.
- Be prepared to carry out supplier visits to timely material deliveries.
- Control and manage inventory to include responsibility for obsolete parts process and ensure business is left with minimum liability and minimal waste.
- Support expediting of information/materials from vendors (e.g. material delivery, VFI, FAT, etc.).
- Support proposal activities and develop supply chain labor Basis of Estimates (BOE) in concert with Director of Purchasing.
- Support business improvement initiatives and projects and contribute to review meetings and change process.
- Ensures that FMM's Material Management system is compliant with FAR/DFARS requirements and conduct periodic audits to ensure compliance.
