Description

Assist the Director and other professional staff in the Land Use division with environmental planning reviews to ensure that proposed projects meet regulations and sustainability targets, and "Sustainable CT" initiatives.


Essential Job Functions:

  • Analysis of current actions and programs undertaken by the Town of Bloomfield that may be consistent with the goals and objectives of the Plan of Conservation and Development, and 'Sustainable CT' and develop a narrative of the shared actions that could be used to achieve Certified Status per the criteria;
  • Serves as staff liaison to the Conservation, Energy and Environmental Committee (CEEC) and assist the CEEC Committee with agenda preparation, program implementation and other items as needed;
  • Assists in the selection and implementation of any new actions as required under the "Sustainable CT" certification process;
  • Utilizes problem-solving skills for identifying potential environmental impacts and developing practical solutions to mitigate them;
  • Assess complex environmental and planning issues, evaluate data, and make informed decisions based on evidence;
  • Works collaboratively with other interdisciplinary teams, including engineers, architects, community groups, and relevant town departments and governmental agencies;
  • Conveys complex concepts to diverse stakeholders, including the public, developers, and other governmental agencies;
  • Designs, implement and oversee projects, ensuring that they are within budget, completed and on-time;
  • Prepares Staff Reports for distribution to CEEC Committee;
  • Performs other work as assigned by the Director and Assistant Director.
Knowledge, Ability and Skill:
Knowledge:Knowledge of environmental science principles, land use planning, environmental regulatory frameworks, sustainable practices, data analysis, and Geographic Information Systems (GIS) for planning.
Ability: Effectively communicate to the public, stakeholders, and other government agencies verbally and in writing, proficient using planning software, GIS tools, and environmental modeling programs; able to facilitate community meetings, public hearings, and outreach programs and activities; able to create comprehensive reports, including environmental impact statements, grant proposal , and planning documents; able to conduct thorough research and stay currents with legal changes, technology and trends. Must always promote a collaborative team spirit within the Building and Land Use Department as well as with other Town employees, Boards and Commissions.
Skill:Must perform simple mathematical functions accurately, be technical proficient (use of computer and system programs), research skills, public engagement, and report writing.

Minimum Qualifications

Bachelor's degree in urban planning or environmental studies plus two years of planning or environmental experience or equivalent combination of education and relevant experience. Must possess a valid motor vehicle operator's license. Have knowledge of environmental science principles, land use planning, environmental regulatory frameworks, sustainable practices, data analysis, and Geographic Information Systems (GIS) for planning.


Selection Process

Examinations may include written, oral, physical, or performance tests or any combination of the various types of examinations.
