Plan Reviewer I
General Statement of Job:
Under limited supervision, reviews building plans and related documents primarily for one and two family dwellings to ensure compliance with all applicable building, gas, mechanical, plumbing, accessibility and electrical codes and ordinances as required for the protection of public health, safety and general welfare. Will also be required to have the ability to review limited commercial building/structural plans. Provides technical interpretation of codes and regulations as needed. Reports to the Chief Plan Reviewer.
Essential Functions:
Assist co-workers with technical questions related to Building construction and construction types.
Log plan approval/disapproval information and fees in the departments records management system..
Collaborate projects with other City Departments on project coordination.
Provides quality customer service during interactions with the public, with design professionals and developers.
Reviews building plans and documents to ensure compliance with Florida Building Codes and local City ordinances, focusing on residential construction.
Assist with limited commercial building plans review as needed.
Minimum Education and Training:
High school diploma or GED equivalent required. An Associates or Bachelor's degree in architecture, engineering, construction management or related field preferred, but not required, supplemented by a minimum of five (5) years of experience in field of construction inspection and/or municipal plan review, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess ICC Certifications and State Licensure as a one- and two-family dwelling inspector and possess one (1) commercial plans examiner license in buildings, mechanical, electrical or plumbing or the ability to qualify for the testing with the State of Florida. Must possess and maintain a valid state of Florida driver's license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.

Skill Requirements:
Has thorough knowledge of the methods, procedures and policies of the Development Services Department as they pertain to the performance of duties of the Plan Reviewer - I. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of structural, plumbing, mechanical, electrical, accessibility, fire safety codes. Is able to accurately read and interpret engineering / architectural drawings and plans, and conduct thorough plan reviews. Is able to conduct thorough building plans review, note deficiencies and determine proper corrective courses of action.
Is able to communicate professionally with other City and county departments, property/business owners, architects / engineers / developers, real estate professionals, contractors, etc., in order to accomplish goals and complete projects. Is capable of working under pressure, managing multiple projects within the constraints of time, staffing, financial resources, and organizational considerations. Is able to react professionally at all times, dealing with sensitive situations with tact and diplomacy. Has the ability to offer assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision.
Has the ability to learn and apply new skills and information to improve job performance and efficiency. Is able to read and interpret technical materials related to the responsibilities of the role. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has thorough knowledge of the terminology used within the department. Has thorough knowledge of proper English usage and basic mathematics. Has knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for records management. Knows how to remain calm and respond quickly in emergency situations.
Physical Requirements:
Must be physically able to operate a vehicle and a variety of machines and equipment including a computer, telephone, general office equipment, drafting tools, architect's scale, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting much of the time, and occasionally lifting/carrying weights of up to thirty-five pounds, and walking or standing for periods of time, occasionally on uneven terrain.
