Overview

LMI is seeking a highly experienced and accomplished professional to serve as a subject matter expert and Senior Advisor regarding border security operations. This critical role will provide strategic guidance, operational expertise, and executive-level recommendations to support CBP's mission of safeguarding America's border while facilitating lawful trade and travel. The Senior Advisor will leverage extensive experience in law enforcement, intelligence, border security, and program management to drive innovative solutions and enhance CBP's operational effectiveness across its diverse components. The senior Advisor will work in a fast-paced, high-pressure environment, requiring adaptability, resilience, and a commitment to excellence.

This position requires extensive travel including to client field locations and to client headquarters in Washington, D.C.



Responsibilities

    Serve as a trusted advisor to CBP Command Staff, providing expert recommendations on intelligence, law enforcement, and border security operations and procedures
  • Develop and assist with the implementation of strategies to enhance CBP's capabilities in the collection of information from its frontline staff and the analysis of the data to better inform operations
  • Assist with designing and implementing advanced data analysis systems and processes to improve the collection of information, refinement of intelligence products, and enhance targeting and decision-making capabilities
  • Develop and deliver designs for comprehensive training programs for law enforcement personnel, focusing on border security operations, targeting, and intelligence related activities
  • Provide expertise in border security logistical operations, including transportation, surveillance, and infrastructure management
  • Recommend strategies to equip frontline personnel with accurate, relevant, and actionable intelligence in real time
  • Identify or develop systems to enable the identification of priority threats, uncover hidden patterns, and establish vital connections to improve situational awareness and strengthen response effectiveness.
  • Establish criteria and benchmarks to assess the accuracy, efficiency, and impact of programs focused on data collection, analysis and distribution.
  • Develop performance indicators to evaluate the effectiveness of integrated processes and ensure continuous improvements in delivering actionable intelligence to support operational objectives.


Qualifications

Minimum Experience:

  • 10+ years of experience in intelligence-related activities, including analysis, targeting, and operational support.
  • 20+ years of law enforcement experience, with a focus on border security and surveillance operations.

Technical Expertise:

  • Extensive experience with fixed, mobile, and covert surveillance equipment, including deployment and operational use.
  • Proven track record in designing and implementing data and analysis systems supporting intelligence and targeting operations.

Domain Knowledge:

  • In-depth understanding of CBP components and operations, including the Maritime and Subterranean Domains, Persistent Surveillance, Data Analytics, Predictive Intelligence, and Port Operations.
  • Experience working with Immigration and Customs Enforcement (ICE) targeting programs.

Leadership and Management:

  • Demonstrated ability to manage programs, contracts, and logistical support for large-scale operations.
  • Experience leading and managing a staff of 50+ personnel

The position requires a current CBP public trust clearance and a Top Secret clearance.

Preferred Skills:

  • Exceptional communication and interpersonal skills, with the ability to provide clear and concise briefings to executive-level leaders.
  • Strong analytical and problem-solving abilities, with a focus on operational efficiency and innovation
  • Ability to work collaboratively across CBP components and with external stakeholders to achieve mission objectives
