Evolver Federal is seeking a Cybersecurity Training Content Developer to support its Federal client in Springfield, VA in developing training strategy and content to support its cybersecurity program. Training content shall be designed to meet role-based requirements and incorporate scenario-based learning.

The successful candidate will demonstrate strong writing and editing skills with previous experience designing and developing training material using tools such as Adobe Pro, Adobe Captivate, Knowbe4, and SharePoint. Knowledge of Section 508 requirements and Sharable Content Object Reference Model (SCORM) technical standards is required with demonstrated experience validating and ensuring compliance with 508 and SCORM.

Responsibilities



  • Develop cybersecurity training modules, including online and blended formats using tools such as Adobe Captivate, KnowBe4, Adobe Pro, and Adobe Premiere Rush.
  • Ensure training content is Section 508 compliant and aligned to SCORM standards.
  • Create and maintain Cybersecurity Training Program handbooks and documentation.
  • Develop role-based training courses and minimum standards (e.g., Cyber Security Awareness Training (CSAT) Programs).
  • Enhance annual refresher training material with real-world scenarios and case studies.
  • Align training content with federal and DHS cybersecurity policies and frameworks (e.g., RMF, AI RMF, Cyber ALF, SELC).
  • Support the development and execution of the Cybersecurity Awareness and Training strategy.
  • Perform other duties as assigned by the Government.
  • Ability to work efficiently and effectively in a dynamic and fast-paced environment.



Basic Qualifications



  • 1 year of related experience with a Bachelor's Degree or 4 years of overall related experience in a relevant field
  • 3 years of experience developing engaging and interactive cybersecurity training materials in support of virtual (computer based), in person and/or blended training delivery strategies, preferably in a government environment.
  • 1 year of experience designing role-based and scenario-driven training modules,
  • 1 year of experience with NIST 800-37, Risk Management Framework, FISMA, and the NICE Framework and how these frameworks and requirements apply to a federal cybersecurity workforce.
  • 1 year of experience developing cybersecurity training content aligned to the roles included in the NICE Cybersecurity Workforce Framework.
  • 1 year of experience with SCORM standards and Section 508-compliant requirements.
  • 1 year of experience developing cybersecurity training material that meets Section 508 requirements.
  • 1 year of experience developing cybersecurity training materials that adhere to SCORM standards.
  • 1 year of experience writing and editing skills to the development of training materials for technical and non-technical audiences.
  • 3 years of experience partnering and collaborating with Cybersecurity and technical SMEs to develop comprehensive and engaging training content/ material.
  • 1 year of experience developing training content using tools such as Adobe Pro, Adobe Captivate, Adobe Premiere Rush, Knowbe4, SharePoint.
  • 1 year of experience with client-engagement.
  • Must have one training related certification such as Certified Professional in Training Management (CPTM), CompTIA CTT+ (Certified Technical Trainer), Certified Professional in Learning and Performance (CPLP), Certified Instructional Designer/Developer (CIDD), Certified Training and Development Professional (CTDP)
  • Must have an Active DOD Secret clearance



Preferred Qualifications



  • 4 years of experience developing engaging and interactive cybersecurity training materials in support of virtual (computer based), in person and/or blended training delivery strategies, preferably in a government environment.
  • 4 years of experience partnering and collaborating with Cybersecurity and technical SMEs to develop comprehensive and engaging training content/ material.
  • 2 years of experience developing training content using tools such as Adobe Pro, Adobe Captivate, Adobe Premiere Rush, Knowbe4, SharePoint.
  • Ability to communicate clearly and effectively via written and verbal communication in both formal and informal situations.
  • Ability to adapt to frequent changes in priorities, follow project schedules, meet established deadlines, and proactively communicate risks and issues to the Contractor PM and/or Federal Leads.
  • Possess good listening skills and the ability to detect explicit and implicit needs and wants of the client.
  • Demonstrated ability to exercise good judgment, prioritize multiple tasks, and problem solve under pressure of deadlines and resource constraints.
  • Excellent organizational skills and attention to detail.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Security related certification such as CISSP or Security+ preferred
  • DHS HQ or Component- level experience preferred.
