Modern Technology Solutions, Inc. (MTSI) is seeking a Combat Collaborative Aircraft (CCA) Operational Expert to support the 53d Test and Evaluation Group (TEG) Experimental Operations Unit (EOU) at Creech AFB, NV. Candidate will be responsible for work in a fast-paced, dynamic environment supporting the initial standup and follow-on experimental operations of the Air Force's first Collaborative Combat Aircraft (CCA) unit. This position has the primary responsibility of advising and assisting the EOU initial cadre with development of doctrine, organization, experimentation, test, training, material, leadership/personnel construct, facilities, and policy concepts related to CCA. This position provides warfighter input to drive effective acquisition, test, experimentation, tactics development, and fielding of CCA inside the Next-Generation Air Dominance (NGAD) family of systems. The successful candidate will be able to work effectively with cross-functional teams, including engineers, operators, maintainers, and analysts, and will have strong problem-solving, adaptability, communication, leadership, and attention to detail skills.
Major Duties and Responsibilities:
THIS IS A SENIOR POSITION . Candidate will apply in-depth operational expertise, technical knowledge, and leadership in assisting and advising the Experimental Operational Unit (EOU) with development of doctrine, organization, experimentation, test, training, material, leadership/personnel construct, facilities, and policy concepts related to CCA.
Essential job functions will include but may not be limited to:
  • Candidate will be responsible for providing coordination, execution, management, risk factor identification and mitigation for experiments, technical demonstrations, and tests on behalf of the EOU
  • Provide operational support for experimental operations event preparation, planning, working groups, execution, and post-event reports
  • Provide expertise in 5th Gen Fighter operations, academics, unit coordination, and integration with CCA/6th Gen assets
  • Provide advice, recommendations, and briefings to staff principles, agency chiefs, and external organizations on program or experimental operations activities
  • Coordinate with outside agencies including OSD, CJCS, HAF/SAF, ACC, AFMC, 53d WG, 53d TEG, 432d WG, Nevada Test and Training Range (NTTR), and multiple Intelligence Community (IC) agencies to facilitate planning efforts
  • Assist in the development of test plans including concept/scenario development, test objectives and points, overall execution, debrief, and after action/test reports
  • Have extensive current knowledge of NTTR threat, surrogate, test, and Command and Control (C2) capabilities
  • Participate in range infrastructure working groups, design reviews, and technical interchange meetings, resulting in the definition of requirements and CONOPS
  • Participate in surveys/visits with experimental operations participants and infrastructure owners to identify infrastructure shortfalls and required workarounds
  • Serve as subject matter expert for the respective experimental operations activity with military service component and joint partners if required
  • Remain abreast of the latest in joint Tactics, Techniques, Procedures (TTPs) and emerging technology, to include US strategies and tactics to address the current, emerging, and future threats. Candidate will collaborate with and lead multidisciplinary teams of industry, government and military personnel consisting of engineers, analysts, maintainers, scientists, and operational participants
  • Should be prepared to travel to CONUS and OCONUS locations to support the EOU. Candidate may also be tasked to advise and assist on additional TEG initiatives
Required Skills:
  • Candidate will have at least 20 years' experience in tactics, operations, and analysis to include 10 years' experience in 5th generation / stealth aircraft such as the F-22 and F-35
  • Experience in test management/execution as well as operational planning. Candidate should be familiar with operational test policies, practices, and procedures
  • Familiarity with Nellis AFB operations, to include USAFWC organizations and NTTR infrastructure, and range/flight scheduling processes
  • Must be able to organize, conduct, and lead meetings, conferences, briefings and site surveys in support of Program Office and/or EOU objectives. This will require a strong ability to work and lead in a team environment with demonstrated leadership and customer interface skills
  • Possess expertise to conduct effective liaison with national-level agencies, DoD Services, Combatant Commands, and intelligence agencies
  • The successful candidate will have good analytic skills and be capable of operating in a multi-tasking environment
  • The candidate must have strong verbal and written communications skills with ability to provide briefings to CAF warfighters and staff officers about ongoing CAA efforts, operations, and pertinent testing at a senior instructor level
Desired Skills/Experience:
  • 20+ years' experience in tactical aviation (Primarily Fighter/Attack)
  • 10+ years' experience in Low Observable (LO)/Stealth Fighter aircraft
  • 2 years' experience in component command staff or equivalent conducting operational and strategic planning and analysis
  • USAF Weapons Instructor Course graduate, Navy TOPGUN graduate, Test Pilot School (TPS) graduate or Operational Test pilot desired
  • Basic understanding and technical knowledge of RPA platform operations
  • CAOC or operational contingency planning experience desired
  • Strong background in Special Access Required (SAR) programs is highly desired
  • Diversified experience across majority of these skills/experience desired in lieu of individual mission area depth
Educational Requirements:
  • Master's degree desired. Bachelor's degree required. STEM Degree desired.
Security Clearance:
  • TS clearance with in-scope SSBI required
  • Ability to obtain and maintain SCI/SAP/STO clearances required. Current SCI desired
  • All hires will be contingent on candidate meeting requirements for and gaining required security clearances
  • U.S. Citizenship is required for this position
Travel Requirements:
  • Routine travel is expected and based on mission requirement
  • Non-traditional work hours will be required at times
  • Expectation is that work will be performed onsite
  • Occasional telework options may be available with approval from mission partner
