Loudoun County's Department of Parks, Recreation, and Community Services is seeking qualified candidates for the position of full-time Community Centers Center Manager. Under the general direction of the designated supervisor, the Center Manager leads the daily operations and strategic planning of a County-run community center in rural Philomont. This leadership position is responsible for managing diverse recreational, educational, and community-based programs tailored to the unique needs of a rural population. The manager oversees seasonal and year-round activities, including licensed preschool and childcare programs, special events, senior programs, and community enrichment classes. Responsibilities also include staff supervision, facility maintenance and safety, budget oversight, and implementation of marketing and outreach efforts to engage the local community. This role requires a strong commitment to public service, rural community engagement, and creative program development in a small-town setting.
We are currently hiring for the following location(s): * Philomont Community Center, Philomont, VA
Responsibilities include, but are not limited to: * Oversees the daily operations of the Center. Provides oversight and direction for the daily functions of the Center, ensuring all operations align with local and state policies and procedures. Ensures the delivery of high-quality services and programs tailored to the needs of the Philomont community. * Prepares and monitors the Center's operational budget, management plans, and monthly service reports. Manages fee-based programs, purchasing, and patron billing. Ensures fiscal responsibility and full compliance with County and State program-specific licensure and operational standards. * Provides leadership, supervision, and guidance to Center staff, volunteers, and community service workers. Ensures adequate staffing for all programs and operations. Serves as a substitute when necessary to maintain program continuity. * Plans, implements, and evaluates a variety of programs, classes, and community events that reflect the interests and needs of Philomont residents. Recruits and recommends qualified instructors, conducts evaluations of program success, and utilizes community feedback to guide new program development. Coordinates the use of additional public and private facilities as needed. * Manages the maintenance and safety protocols of the facility. * Carries out other essential job functions specific to the position and departmental needs, supporting the overall mission of Parks, Recreation, and Community Services in a rural setting.

Minimum Qualifications

Bachelor's degree in Recreation, Social Work, Education, Human Services, Gerontology, or a related field (based on assigned program area) and at least three (3) years of relevant experience in programming and facility management, public engagement, or community recreation, including one (1) year of supervisory experience or equivalent combination of education and experience. Six (6) months of experience supervising children in a recreational or educational setting, required for Virginia state licensure.
Preferred Qualification: * Certified Parks and Recreation Professional (CPRP) designation. * Prefer (3) years in a supervisory role. * Prefer (5) in programming and facility management, public engagement, or community recreation.

Job Contingencies and Special Requirements

Must undergo background checks to include fingerprinting, criminal, credit, and Child Protective Services (CPS) checks. Must pass a TB test within 30 days of hire and annually thereafter. OSHA (Bloodborne pathogens) training within 30 days of hire. Required certifications within 90 days: First Aid / CPR / AED, and MAT (Medication Administration Training). Completion of County-mandated training modules (MOAT, e-learning, supervisory training). Must meet Virginia licensing requirements for programs under state oversight (e.g., preschool).
Preferred Qualification: * ServSafe certification is preferred. * Active in parks and recreation industry.
