About the Position We are seeking a motivated Procurement Supervisor to lead a team of Procurement Specialists within the Office of Contracts and Procurement. This role is responsible for overseeing daily operations, guiding staff performance, and ensuring purchasing efforts support the department's public health mission. Reporting to the Contracts and Procurement Manager, this position plays a key role in aligning procurement practices with broader program goals. This position is funded by a grant from the Centers for Disease Control and Prevention for Public Health Infrastructure Development. We Require
Three years of progressively responsible procurement experience in public sector/government procurement At least two years in a supervisory or lead role Bachelor's degree in business administration, public administration, supply chain management, or a related field An equivalent combination of education and relevant experience may be substituted for the stated requirements

Holds a public procurement certification such as a Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), NIGP Certified Procurement Professional (NIGP-CPP), Certified Contract Manager (CCM), or Certified Purchasing Manager (CPM). Working knowledge of government procurement processes, regulations, and laws (e.g., Uniform Guidance, FAR, local procurement codes), including knowledge of the Maricopa County Procurement Code and/or the Arizona State Procurement Code Familiarity with systems such as Workday, CGI Advantage Financial, Hyland Software OnBase, and Bidnet Direct Procurement Proven ability to lead, mentor, and develop a team of procurement professionals Strong interpersonal, communication, and negotiation skills Advanced analytical and problem-solving abilities Advanced proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) Experience managing both formal and informal solicitations (e.g., RFQs, RFPs, IFBs) Experience with contract negotiation, contract lifecycle management, and vendor performance evaluation Excellent organizational and facilitation skills as well as the ability to manage multiple priorities and shifting deadlines
Job Contributions Supervisory Duties:
Supervise a team of Procurement Specialists, including daily oversight and workload management Monitor day to day purchasing activities within the Purchase Portal Oversee the timely and compliant completion of all informal solicitations Ensure proper documentation is maintained for all procurements to meet audit requirements Identify and correct deficiencies, and continuously work to improve procurement processes Conduct regular bi-weekly one-on-one meetings with staff Complete annual performance evaluations and quarterly check-ins using the Workday system Lead recruitment, onboarding, and training efforts for new procurement staff
Procurement Management: Serve as the lead for all MCDPH informal procurements under $100,000, ensuring each procurement process aligns with applicable legal, policy, and regulatory requirements. These include but may not be limited to:
Requests for Quotes (RFQs) Task Orders Nominal Value Purchases Sole Source and Competition Impracticable Requests Support emergency or time-sensitive procurements during public health incidents or other urgent needs
Customer Service & Technical Support: Provide technical guidance to internal and external stakeholders on:
MCDPH processes/procedures Allowable costs and eligible expenditures Gift cards and food purchases Special procurement methods (e.g., sole source, competition impracticable) Compliance with the Maricopa County Procurement Code, MCDPH policies, County Finance policies, federal procurement regulations, and OMB Uniform Guidance
Process Improvement & Compliance:
Identify and implement process improvements across procurement functions Develop and maintain Standards of Work (SOW) and procedural documents Conduct and document annual audits of MCDPH PCard and Ghost Card holders Maintain and update MCDPH procurement policies and procedures to ensure continued compliance and operational efficiency Track and report key performance indicators (KPIs) for procurement operations (e.g., turnaround time, compliance rates, volume of informal procurements) Monitor vendor performance and maintain vendor files, including debarment checks and documentation of service issues
Training & Education:
Collaboration & Communication:
Act as the primary liaison between MCDPH and other County departments (e.g., OPS, Finance, MCAO, Risk Management, ETI) on procurement matters Work collaboratively with Divisions and Programs to foster strong communication, resolve issues, and promote a culture of partnership
Working Conditions
The position is typically office or administrative work and is not substantially exposed to adverse environmental conditions Within one month of hire, all employees are required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test Must possess or be able to obtain a valid Arizona driver's license by the time of hire CAPA certification is required within two months of hire Must be able to lift up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, OR requires walking or standing to a significant degree
