SUMMARY The Country Affairs Specialist will ensure inter-agency coordination of U.S. foreign assistance to a designated country or countries in the region. *This position requires an active Top Secret clearance ESSENTIAL DUTIES AND RESPONSIBILITIES
- Ensure inter-agency coordination of U.S. foreign assistance to designated country/countries in the region;
- Coordinate preparation of congressional notification documents for the office;
- Assist with the annual budget review process and coordinate with all U.S. government agencies providing assistance to the region;
- Support meetings between EUR/ACE staff, U.S. government agencies, and NGOs implementing U.S. assistance programs;
- Provide general office support;
- Advise on assistance program goals and implementation, consulting with U.S. diplomatic posts, State Department officers, and other U.S. agencies;
- Support and design programs focusing on strengthening democratic institutions, promoting economic growth, and enhancing energy security;
- Draft briefing materials, information memoranda, and documents on foreign assistance issues for designated country/countries;
- Draft and review the foreign assistance Operations Plan and Program Performance Report for the relevant country/countries;
- Analyze funding needs and make recommendations regarding resource allocation;
- Ensure availability of funds for program implementers and maintain accurate budget and program records;
- Serve as "back-up" for assigned country portfolios when needed;
- Support or participate in meetings with foreign officials and international events discussing foreign assistance;
- Potential international travel 2-3 times per year.
EDUCATION AND EXPERIENCE
- Master's degree (in related field) and/or 5 years experience in international politics/foreign policy, research & evaluation, social science, business or other related fields.
KNOWLEDGE, SKILLS AND ABILITIES
TOP SECRET/SCI required. Four (4) years or more work experience in covering assistance needs for fragile states, political transitions, conflict prevention, assistance program goals and implementation Understanding of U.S. foreign policy goals and objectives as they relate to U.S. foreign assistance efforts in the region. Excellent interpersonal skills with basic knowledge of other interrelated issues such as U.S. policies on Cybersecurity, Trafficking in Persons, Democracy, Rule of Law, Independent Media, etc. Experience consulting with embassy officials, Department officers and their counterparts at other USG agencies to ensure efficient U.S. government programs Advanced writing, speaking, and research skills to produce independently prepared, authoritative documents under tight deadlines for consideration by senior managers in the Department and other U.S. government agencies. Strong organizational, communication, interpersonal, and computer skills. Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision Experience reviewing, analyzing, and researching funding requests, proposals in order to make recommendations regarding resource needs and performance.
