Essential Job Duties
The OIT Human Resources (HR) Lead plays a pivotal role in developing and executing HR leadership and planning to align with the OIT's vision, mission, and goals. This position oversees the Human Resource actions for over 300 permanent staff and 100 students and temporary employees in OIT. Serves as a subject matter expert for multiple HR functions, including, but not limited to, SHRA and EPS position management, employee relations issues, organizational development, and leadership and training. Reporting directly to the AVC of Business Services, the OIT HR Lead would provides HR support and assistance to the Vice Chancellor for OIT, Assistant Vice Chancellors and senior leadership. Facilitates training as needed when HR systems or policies are rolled out or as refresher training classes are needed. Ensures OIT achieves equal opportunity to all candidates during the hiring process. Attends HR Leads meetings and participates in focus groups and work groups to improve University wide HR processes. Ensures we are making strategic improvements in OIT's culture and getting employees to be more engaged not only in OIT, but across the University.

Key Responsibilities:

Strategic HR Planning & Partnership

  • Collaborate with OIT Cabinet members to advise on position management and workforce planning.
  • Serve as a liaison between OIT managers and University HR units.
  • Analyze HR data to assess needs and propose initiatives that enhance organizational effectiveness.
  • Actively participate in University HR committees, focus groups, and workgroups to support system-wide improvement.



Talent Management & HR Operations

  • Promote best practices in equitable hiring and oversee all recruitment actions.
  • Provide final approval for JAR transactions and ensure policy alignment.
  • Oversee OIT's performance management process, guiding managers through goal setting and evaluations.
  • Review and critique classification and reclassification requests to ensure consistency and appropriateness.
  • Interpret and apply University HR policies fairly; develop OIT-specific guidelines as needed.
  • Lead HR-related trainings and ensure clear communication of policies and procedures.
  • Maintain accurate personnel records and coordinate orientation for new hires.



Employee Relations, Engagement & Supervision

  • Advise and support managers on employee relations matters, including complex cases and investigations in coordination with Employee Relations.
  • Act as a bridge between leadership and employees, fostering a productive and inclusive work environment.
  • Champion initiatives that strengthen employee engagement across OIT and beyond.
  • Supervise and mentor one HR Specialist and serve as a resource for staff across the organization.

Qualifications






Minimum Education and Experience
Graduation from a four-year college or university preferably with coursework applicable to HR management, human relations and/or business administration and four years of directly-related program development and personnel management experience demonstrating competencies needed to perform the work; or an equivalent combination of training and experience

  • Strong verbal/written communication and interpersonal skills
  • Solid organizational and analytical skills
  • Proficient computers skills
  • Thorough knowledge of HR policies and procedures.
  • Ability to handle interactions with all levels of the organization with an excellent level of customer service.
  • Exceptional interpersonal skills including active listening, diplomacy, and a high level of discretion.
  • Strong attention to detail; able to assess and meet the needs of employees
  • Strong problem solving skills
  • Ability to prioritize and meet multiple objectives and deadlines.


Preferred Qualifications

  • Knowledge of University and College HR software systems (PeopleSoft HR, PeopleAdmin, Leave Administration).
  • Experience working with IT related activities and employees
  • Previous experience working with Higher Education
  • Knowledge of policies and practices to serve a range of employees, including EPS, SHRA, temporary, and no pay.
  • In-depth knowledge of North Carolina State University HR policies, processes, and procedures.
  • Exceptional written and verbal communication skills with the ability to coach and provide constructive feedback.
