JOB TITLE:

Program Manager, Wyoming SBDC Network, Apex Accelerator

JOB PURPOSE:

Lead and administer federal award programs to include mission and vision development, strategic planning and federal reporting as well as contract management and oversight.

The Wyoming APEX Accelerator seeks a dynamic individual who appreciates the benefit and importance of working with Wyoming's small businesses to expand their sales into the government markets, the world's largest customer. This role will provide leadership, vision, and oversight for the APEX Accelerator, a statewide program within the Wyoming SBDC Network at the University of Wyoming. The APEX Accelerator offers technical assistance to Wyoming businesses that want to contract with federal, state, or local governments. This role requires attention to detail, excellent interpersonal communication skills, grant proposal development, reporting, management, and federal funding partner compliance within a structured environment. It also includes budgetary and operational management of the statewide program including supervision of one procurement specialist position. The manager also delivers advising, training, and networking services in addition to developing and maintaining stakeholder relationships. This position works closely with and reports directly to the Wyoming SBDC Network Associate State Director.

This position has been deemed essential as addressed in the University of Wyoming's Employee Handbook . Employees in essential positions may be required to work during emergency closures and winter closure based on the nature of their job duties and the reasons for the closure.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Serve as team member of the Wyoming SBDC Network and program manager for the Wyoming APEX Accelerator Program.
  • Provide leadership, vision, strategic planning, development and oversight of the APEX Accelerator statewide program and serve as the primary spokesperson for the program.
  • Administer the program, strategize programmatic activities, and prepare programmatic reports for the federal funding source.
  • Take the lead in the Apex Accelerator annual budget planning and federal grant proposal preparation. Monitor all expenditures to ensure they comply with federal, state, and University terms and conditions and policies and procedures.
  • Contract creation and management; oversight of partner agreements and collaboration.
  • Collect and analyze client satisfaction. Ensure program participation data is collected, maintained and reported accurately to federal, state, and UW funding partners. Capture and analyze milestone data.
  • Monitor the budget and ensure expenses are allowable, allocable, and reasonable.
  • Ensure all proposed duties outlined in the proposal are fulfilled and meet all required deadlines.
  • Perform duties with little to no supervision and keeping the supervisor up-to-date on activity.
  • Provide marketing and outreach activities related to promoting the program to potential and existing small business clients and economic development entities throughout the state. Develop and deliver topic presentations in a variety of delivery methods.
  • Collaborate with program partners to undergo the required trainings, determine client needs and provide client advising.
  • Participate in SBDC Network staff activities, including staff meetings and communication of program offerings to staff.
  • Provide advising to clients statewide through a variety of methods including face-to-face meetings, phone, email, and web-conferencing. Assist clients with developing successful strategic plans for government contracting. Assist clients with assessing opportunities for government work, completing necessary registrations, evaluating clients' potential eligibility for certification programs, and assisting clients through certification processes as appropriate. Assist clients in responding to RFPs, RFQs, and IFBs.
  • Provide research and information to assist small businesses in marketing to government agencies and securing government contracts.
  • This position requires travel, and applicants must have the ability to do so and possess a valid driver's license.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from an accredited college or university and/or successful equivalent experience in professional consultation in business development.

Experience: 5 years work-related experience

Required licensure, certification, registration or other requirements:
  • Valid driver's license with a motor vehicle record (MVR) compliant with the University Vehicle Use Policy.
  • Experience working with multiple partners, stakeholders, and business community leaders.
  • Business development experience gained from direct experience and/or formal training.
  • Foundational understanding of government contracting processes.
  • Advising and leadership experience.

DESIRED QUALIFICATIONS:
  • Education: Master's degree from an accredited college or university in a business relevant field
  • Government contracting experience

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:
  • Foundational cybersecurity understanding including cybersecurity threats, remedies, and prevention measures.
  • Report development and publishing techniques.
  • Database management and maintenance
  • Direct knowledge of or experience with administering a federal award.
  • Previous small business ownership and/or major management role in a business.
  • Fund and budget management.

  • Manage projects, including cost estimation and personnel allocation to perform contract research.

  • Meet deadlines and manage project timelines and priorities.
  • Communicate and maintain public relations with support staff, University officers, and other stakeholders or partners.

  • Create, compose, and edit written materials.

WORK LOCATION:
