Harkcon is hiring a Risk Registry Analyst to lead the analytical assessment and strategic management of risks across the Coast Guard's Search and Rescue Satellite Aided Tracking (SARSAT) interagency program. This position plays a critical role within the SARSAT Program Management Office (PMO), applying structured risk methodologies to identify, evaluate, and quantify risks, including the SARSAT Program's security and IT infrastructure. This role requires a systems-thinking approach, analytical insight, and the ability to translate complex interdependencies into clear, risk-informed decision support for senior leadership.

Responsibilities

  • Maintain and update a dynamic, data-driven SARSAT Risk Registry aligned with interagency priorities.
  • Gather and document risk information, specifically related to SARSAT security and IT infrastructure, from NOAA, NASA, USAF, USCG, and other stakeholders.
  • Analyze risk impacts, probability of occurrence, and develop mitigation strategies.
  • Prepare cost-benefit analyses for risk mitigation options.
  • Support development of program risk briefings and reports for PMO leadership.
  • Integrate risk management data into program plans and schedules to track evolving technical, operational, and security risks across the program.

Qualifications

  • Bachelor's degree in Risk Management, Security Management, Information Assurance, Cybersecurity, or related field.
  • 5+ years of experience supporting risk management in federal or technical programs.
  • Familiarity with risk management frameworks and tools.
  • Strong analytical and technical writing skills.
  • Ability to work in a multi-agency, fast-paced environment.
  • Active SECRET clearance (desired); eligible for SECRET clearance (required).
  • This contract requires all workers to be U.S. Citizens.

Work Conditions

  • FT / 40 hours per week.
  • This is a hybrid position with the requirement for the worker to be in the DC area as there will be occasional meetings in DC; Greenbelt, MD; and Suitland, MD.
  • The majority of daily work will be performed via telework.
  • Some domestic and international travel can be expected.
