Job Summary BASIC FUNCTION
This position is responsible for supporting enterprise-wide Business Strategies through the development and implementation of policies, procedures, tools and processes to enhance the engagement of the HCSC Workforce. Specific responsibilities include managing the administration and adherence of the Collective Bargaining Agreement for union employees and supporting day-to-day employee relations management to ensure the consistent application and development of policies and procedures. You will advance HCSC's strategic goals, and enhance employee engagement; support the development of strategic objectives and direction for the team; and manage the implementation of departmental tactical plans that identify and take advantage of opportunities to enhance employee engagement through improved learning and development, communication, team building, effective negotiation, and conflict resolution in the work environment. This Chicago IL role is hybrid/flex and requires in-office visibility three days per week, working from home the other two days.

JOB REQUIREMENTS

  • Bachelor's Degree in Human Resources or Business Management AND 5 years of experience working in a Labor or Workforce/Employee Relations department OR 9 direct years of experience working in a Labor or Workforce/Employee Relations department.
  • One year of leadership experience supervising, managing or guiding employees.
  • Extensive knowledge of the principles of employee/management relations and employment laws including but not limited to NLRA and the NLRB.
  • Robust experience with the principles of Labor Relations, the collective bargaining process (i.e. negotiations, contract administration and arbitrations).
  • Strong analytical, interpretive and organizational skills.
  • Skill resolving labor/management contractual negotiation disputes with the ability to align strategic and operational needs with training programs and organizational effectiveness efforts.
  • Excellent communication skills with the ability to gather information from others and make inquiries and effectively convey information.

~ KEY RESPONSIBILITIES ~

  • Oversee the negotiation of contract provisions on behalf of BCBSIL management with union representatives. Create a strategy to address events, adverse consequences, or problems with the adoption and maintenance of a newly negotiated contract. Also, appraise all Bargaining Unit proposals and counter proposals in regard to the corporation's concerns and interests and impacts to the business.
  • Oversee preparation and delivery of management positions during grievance resolution proceedings with the union business agent, labor attorneys and arbitrators. Will lead the Labor Relations Team in working with management to identify and pro-actively resolve issues that have potential of becoming grieved issues.

PREFERRED REQUIREMENTS

  • Master's Degree in Human Resources or Business Management.
  • Industry certifications, i.e., PHR/SPHR, SHRM-CP/SHRM-GCP
  • Three years' experience supervising, managing or leading employees.

The compensation offered will vary depending on your job-related skills, education, knowledge, and experience. This role aligns with an annual incentive bonus plansubject to the terms and the conditions of the plan.

Base Pay Range$90,900.00 - $164,200.00
