Strategic Business Management

Overall Assignment Description:

  • Provide strategic business management support services across planning, programming, budgeting, and execution cycles for CIO-T and the IT. Lead activities associated with IT strategic planning, business process analysis, and IT portfolio prioritization. Duties include:
  • Support the development and implementation of CIO-T and IT portfolio strategies.
  • Identify and introduce CIO-T leadership to alternate and innovative ideas, approaches, and methods to develop framework(s) for the refinement, development, and management for IT portfolio strategic initiatives and priorities
  • Support CIO-T and IT portfolio strategic initiatives and priorities in order to turn strategy into actionable transformational activities.
  • Assess and provide recommendations to improve the effectiveness of IT governance boards in the context of IT portfolio management.
  • Review, analyze, and deconstruct NGA strategic documents into requirements-like statements to support capability gap analysis and the development of potential future capabilities to close gaps.
  • Design and develop frameworks and methodologies to provide leadership and governance with the information necessary to turn strategy into architecture and engineering solutions to fulfill identified capability gaps.
  • Perform detailed reviews of NGA acquisition program and portfolio plans and document findings.
  • Identify existing dependencies across programs and portfolios to inform investment and divestment recommendations.
  • Identify traceability gaps across programs and portfolios to inform strategic planning and programming.
  • Facilitate and coordinate processes and communications across program, portfolio, and finance team-members to identify and codify programmatic relationships.
  • Develop and support IT strategic planning guidance, workshops, and portfolio prioritization efforts.
  • Develop and support the rollout and use of portfolio prioritization models.
  • Work as a part of an integrated IT portfolio management team to include direct interfacing with program offices and senior NGA leadership.
  • Employ exemplary written communication skills for report and document reviewing/editing.
  • Assist in the development of management and senior-level briefings and present briefings when necessary.

Skills: Required

Bachelor's degree from an accredited college or university in Accounting, Business Administration, Engineering, Finance, Mathematics, Operations Research, Statistics, Computer Science, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed above, plus experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. -OR- A minimum of 4 years of experience in accounting, finance, cost estimation, project management, requirements definition, or a related are that demonstrates the ability to successfully perform the duties associated with this work.

  • Demonstrated recent (3 years) experience with IT strategic planning, enterprise architecture, acquisition, IT portfolio management, IT governance, and/or PPBE processes.
  • Experience with program management & acquisition processes.
  • Experience performing architecture-level systems of systems analysis for major defense or intelligence programs.
  • Experience preparing technical and programmatic overview materials for senior government officials and congressional oversight bodies.
  • Proficiency in Microsoft Office Suite. Desired
  • Understanding of the NGA vision, mission, strategy, and architecture
  • Familiarity with NGA's 40+ IT Programs
  • Understanding of NGA's organization structure, and knowledge of the National System for Geospatial Intelligence (NSG), NSG partners, Department of Defense and Intelligence Community (IC) intelligence oversight organizations, missions, and organizational priorities.
  • Graduate degree in management or a technical discipline.
  • Recent experience (within 3 years) working at NGA within a Key Component (KC) in one or more IT, IT support, and/or financial management functions.
