Pay Range

$160,890 - $204,036 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for a Deputy Program Leader for the Infrastructure Application Program (IAP). You will provide strategic, programmatic, and operational leadership for a multidisciplinary team developing and deploying software and technology solutions that enable mission-critical infrastructure initiatives across LLNL and the National Nuclear Security Administration (NNSA). In this role, you will work closely with the IAP Program Leader to align program execution with Laboratory goals and NA-90 priorities. You will lead coordination with NNSA headquarters, manage complex project portfolios, and apply data-driven insights to improve infrastructure performance, planning, and investment. This position is in the Laboratory Infrastructure Organization.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will

  • Collaborate closely with the Infrastructure Program Leader to manage and oversee the Infrastructure Application Program, ensuring alignment with LLNL and NA-90 goals and objectives.
  • Serve as a primary liaison to NNSA headquarters, ensuring effective coordination, reporting, and stakeholder engagement.
  • Develop and implement policies, procedures, and systems that optimize infrastructure application performance and lifecycle value.
  • Manage and lead a cross-functional team of project managers, engineers, and support professionals, providing guidance, performance feedback, and mentoring.
  • Prepare and deliver high-quality written reports, presentations, and briefings to Laboratory senior management and external sponsors.
  • Oversee the scheduling, budgeting, and scope management of infrastructure projects, ensuring projects are completed on time, within budget, and to the highest standards of quality.
  • Identify potential risks and develop mitigation strategies to ensure the successful execution of infrastructure projects.
  • Foster a collaborative and inclusive work environment, promoting teamwork and open communication among all team members.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in Infrastructure Management, Information Systems, Project Management, Economics, or an equivalent combination of education and related experience.
  • Significant experience in leading and managing large-scale, complex infrastructure or program initiatives involving multiple stakeholders, with a track record of delivering results in high-impact environments.
  • Advanced analytical and independent decision-making skills, leveraging data and metrics to drive organizational performance and achieve strategic objectives.
  • Significant experience in engaging and collaborating with federal sponsors (preferably NNSA), aligning program goals with national priorities, and representing the organization to senior management and external partners.
  • Advanced written, verbal, and presentation skills, with the ability to communicate complex technical or operational concepts clearly to senior management, sponsors, and diverse audiences.
  • Strong leadership capabilities, including experience directing cross-functional teams, mentoring staff, and coordinating activities across organizational and external boundaries.
  • Advanced proficiency in project management methodologies and tools, with the ability to manage multiple projects simultaneously, translate complex requirements into actionable plans, and deliver under tight deadlines in a fast-paced environment.

Desired Qualifications

  • Significant experience with real property infrastructure modeling and simulation tools, including federal tools like BUILDER and FIMS.
  • Familiarity with DOE/NNSA governance, policy, and regulatory frameworks.
  • Experience with data visualization tools (such as Tableau or Power BI) to communicate analytical results to leadership and stakeholders.
  • Professional Engineer (PE) license or Project Management Professional (PMP) certification.
