DESCRIPTION

Enrollment Management (EM) is a multi-unit department within the Office of the Executive Vice Chancellor-Academic Affairs. The department is led by the Associate Vice Chancellor for Enrollment Management (AVC EM), who serves as the Chief Enrollment Officer and Chief Outreach Officer of the University. EM comprises multiple high-profile, core functional units including: the Office of Undergraduate Admissions, Office of the Registrar, Financial Aid & Scholarships Office, Cal-SOAP, Creative Services, Enrollment Analytics, and the Business Office. We work to advance the academic and public service missions of UC San Diego by ensuring equitable access to education and empowering students throughout their educational journeys.

The Financial Aid and Scholarships (FAS) Office works collaboratively with the rest of Enrollment Management and other campus partners to support students from their recruitment, initial enrollment and through degree completion. The office works to ensure all admitted and continuing students have adequate financial resources available to attend UC San Diego. The FAS Office administers over $550 million in support to undergraduate students and $15 million to graduate/professional level students (excluding Health Sciences). About 70% of undergraduates receive some form of support, with this number growing each year. The staff provides outreach services, counseling, eligibility and verification determination, budgeting, awarding, reconciliation of payments, and federal, state, and university reporting.

Reporting to the Executive Director of Financial Aid and Scholarships, the Associate Director of Fiscal, applies advanced financial expertise to lead complex analysis, budgeting, forecasting, and resource planning efforts in support of strategic and operational goals. This role manages the annual financial aid budget process, develops detailed financial models and projections, and provides recommendations to optimize resource use. The position also oversees reconciliation processes, ensures the accuracy of financial data across multiple funding sources, and enforces strong internal controls to safeguard university resources.In addition to analyzing and approving complex financial transactions, the Associate Director of Fiscal advises on policy and procedural improvements, supports compliance efforts, and serves as a key liaison with internal and external stakeholders. The Associate Director, Fiscal also supervises other fiscal analysts to ensure work continuity, minimizing risk and maintaining compliance with university policies, deadlines, and financial accuracy.

QUALIFICATIONS
  • Advanced degree in related area such as finance, accounting, business administration, economics and/or equivalent experience / training.

  • 5-7 years of progressive professional experience in financial analysis, budgeting, or fiscal management; or an equivalent combination of education and experience preferred.

  • Advanced knowledge of finance policies, practices, and systems.

  • Ability to identify, collect, and analyze information from multiple sources.

  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.

  • In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.

  • Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment. Proven success working effectively and respectfully across the organization at all levels, including management, academics, staff, and students.

  • Ability to adapt to changing priorities.

  • Ability to function as a member of a team.

  • Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Prior success adapting programmatic objectives to changes in resources. Prior experience in finance and finance-related program development, initiation, coordination, administration, and analysis.

  • Proven experience functioning effectively under pressure and working successfully in either an independent or team environment. Ability to perform a wide range of duties that require tact, sensitivity, independence, good judgment, accountability, flexibility, diplomacy, and discretion.

  • Demonstrated strong knowledge and experience in the interpretation and implementation of federal, state, and private agency administrative regulations and policies.

  • Demonstrated experience working in a large organization with multiple levels of inter-related computer activity.

Pay Transparency Act

Annual Full Pay Range: $97,200 - $182,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $46.55 - $87.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
