The Cancer Service Line Executive and Operations Chief for the Norris Cancer Hospital (NCH) at Keck Medical Center of USC provides strategic and operational leadership for cancer-related services across the hospital and associated outpatient practices on the Norris main campus. This executive is responsible for the comprehensive coordination of administrative, clinical, fiscal, and technical operations to ensure the delivery of high-value, high-quality cancer care. As the Hospital Administrator for NCH, this role leads efforts in strategic planning, performance improvement, access to care, clinical service growth, and patient care delivery. Reporting directly to the Chief Executive Officer of Keck Medical Center, and indirectly to the Director of the USC Norris Comprehensive Cancer Center (NCCC) and the CEO of USC Care for ambulatory functions, this position is a key member of the KMC executive team driving institutional cancer strategy implementation. Through the Cancer Service Line executive committee, the Cancer Service Line Executive works closely with physician leadership, the Executive Director of the Cancer Service Line, the NCCC Director, and academic research leadership to align clinical care with research initiatives. This includes supporting clinical trial integration, enhancing operations of the Clinical Investigations Support Office (CISO), and contributing to the National Cancer Institute (NCI) core grant renewal process. Key responsibilities include:
- Service Line Administrative Leadership: Leads cross-functional planning and execution of Cancer Service Line initiatives across Keck Medicine, partnering with Executive Council leadership and Operational Entity leadership to develop and implement strategic, clinical, and operational goals across Keck Medicine sites of care.
- Strategic Planning and Program Development: With approval of Service Line Leadership Council, partners with CA Executive Director(s) and CA Executive Committee to shape the strategic direction of cancer services, including the development of new clinical programs and business plans.
- Integration of Research and Clinical Care: Collaborates with research and clinical leadership to ensure seamless integration of clinical research, particularly in expanding access and accrual to interventional trials.
- Operational Oversight: Directly oversees Norris hospital (HSC) operations and partners with KMC leadership for alignment and delivery of hospital support services. Incumbent to ensure alignment of performance, resources, and care delivery across all cancer-related service points at Norris Cancer Hospital.
- Leadership and Governance: Serves as member of the KMC Executive. Serves on the Cancer Executive Committee Leadership Group, and relevant sub-committees, driving initiatives that enhance quality, efficiency, and growth in oncology services.
- Program Development: Supports enterprise efforts to establish and expand high-impact programs such as advanced cell therapy services. This role is pivotal in uniting clinical, operational, and research domains to position Norris Cancer Hospital and Keck Medicine as leaders in comprehensive, cutting-edge cancer care.
Essential Duties:
- Responsible for assisting in the development and implementation of The Norris Cancer Center ambulatory clinic and Norris Cancer Hospital mission, goals and strategic plan of science, service, and financial responsibility.
- Operational leadership and development of comprehensive, Norris based site-specific multidisciplinary cancer programs:
- The EA provides administrative leadership to site specific cancer programs for defined cancer types (examples: lung, breast, urologic) that serve the cancer hospital, day hospital and ambulatory clinics. This requires coordination between clinical faculty and various clinical service units.
- Supports the development of clinical outreach, business affiliations and clinical faculty practices throughout the community in conjunction with EA for Community Oncology and the office of Chief Strategy Officer. Active in the cultivation of community practice development, referrals, and consultations between Norris faculty and referring community providers.
- The EA, in collaboration with the Office of the Chief Strategy Officer and Keck Medical Center CEO, will assess opportunities and the business case for developing new programs and services throughout the region. The EA will work collaboratively with Keck Medical Center leadership, USC faculty and Director of the Norris Comprehensive Cancer Center to ensure that programs and services are coordinated, and referral mechanisms are in place. The EA will provide executive operational / business leadership in all alliance opportunities.
- Assists in developing operating and capital budgets for the department and directs appropriate aspects of the budget process to various supervisors within The Norris Cancer Hospital.
- Oversees the acquisition of equipment, repair service and supplies, operating within the budgetary framework and approval processes.
- Works closely with the Radiation Safety Officer to maintain radiation safety standards in compliance with the Nuclear Regulatory Commission.
- In collaboration with performance improvement teams, assists in establishing and maintains an overall quality management program for The Norris Cancer Hospital to assure the safe delivery of disease-specific patient care.
- Maintains compliance with all relevant agency requirements, including NRC, JCAHO, FACT, ACOS, NJSDOH, and NJSDEP.
- Establishes and monitors a productivity measurement program for the Cancer Registry department to assure timely submissions of statistical data, and proper staging of patients, providing data to promote feedback to clinicians, staff and leadership
- Assures that the delivery of patient care is in compliance with both safety and risk management standards of the Keck Medical Center, and directs staff in the planning, implementing, and monitoring of patient care delivery according to those same standards.
- Develops and maintains policies and procedures for The Norris Cancer Center Departments: Medical Oncology/Hematology, Blood and Marrow Stem Cell, Basic/Clinical Research, Radiation Oncology, Cancer Registry to assure seamless patient care and administrative process.
- Maintains and coordinates the continuity of care for patients between The Norris Comprehensive Cancer Center, Norris Cancer Hospital, Keck Hospital of USC, and the Clinical Divisions and Departments of the Keck Medical Center of USC.
- Assures all departmental research activities are instituted and conducted with the approval of the Chairman of the Institute of Biomedical Research and assures staff compliance as governed by the IRB, FDA and NCI.
- Supports clinical research in collaboration with other components of The Norris Comprehensive Cancer Center; supports investigators and staff in developing grant applications, regulations and policies; enforces such procedures to assure compliance with funding agencies and Medical Center policy.
- Serves as a liaison between the Division Chiefs, Norris Cancer Center members, support and nursing staff to assure identification of problems and timely resolutions, as appropriate.
- Leads the recruitment and retention of Cancer Center staff. Actively participates in employee satisfaction initiatives.
- Supports the use of system integration and information technology to facilitate efficient workflow processes in a patient-centered environment; works with KSOM and Norris Comprehensive Cancer Center informatics leaders to support clinical and research data integration
- Provides the organizational infrastructure for ongoing orientation, training, education and professional development for all employees of The Norris Cancer Center.
- Assures that all staff receives competency assessments on at least an annual basis.
- Assures that all licensing requirements by the Keck Medical Center and other agencies having jurisdiction are in place.
- Directs and develops directors, managers, supervisors and support staff on organizational priorities, goals and strategic plan.
- Leads initiatives around employee engagement and organizational culture.

Required Qualifications:
- Req Master's degree Business Administration Degree in Business Administration, Nursing, Health Science Administration, Public Health or related field.
- Req 7 years Minimum 7-10 years' leadership experience providing executive level leadership in a nationally accredited Comprehensive Cancer Center, Cancer Hospital, or multispecialty Ambulatory Cancer Center. This experience must include health care/practice operational senior management roles including operations and strategic planning.
- Req Superior communication and facilitation skills are required. The annual base salary range for this position is $233,267.00 - $384,892.00.
