We are seeking a Technical Facility Manager for our IT Security and Customer Services Group (KIX) in the Force Projection Sector (FPS). The Technical Facility Manager will be responsible for the day-to-day operation of several DCSA Approved Areas (DAAs) as well as other secure facilities in support of Programs and sponsor tasking. The Technical Facility Manager will act as a point of contact for granting access and coordinating daily activities across the facilities, as well as assisting with security compliance.

As a Technical Facility Manager, you will...

  • Provide technical, logistical, operational, and security expertise in managing day-to-day operations in accordance with current APL, NISPOM, Risk Management Framework (RMF), DCSA/DoD requirements, and sponsor directives.
  • Manage and coordinate day-to-day operations of DAAs, to include scheduling, controlling access lists, lock combination changes, oversight of general facility housekeeping, and other compliance-related activities.
  • Be responsible for maintaining DoD security procedures and JHU/APL security policies and procedures and report any and all security issues that arise within your assigned facilities. Assist with remediation efforts, writing security reports and conducting detailed analysis and review of potential incidents as directed by the FSO, ISSM, and other key security personnel.
  • Actively participate and assist in technical projects to improve facility capability, bringing to bear modern technologies that enhance collaboration while meeting rigorous security complacency standards set forth by DCSA and DoD policy, the NISPOM, and other compliance directives.
  • In partnership with the larger operations team, design, develop, and maintain security documentation in accordance with DoD requirements. Develop written Standard Operating Procedures (SOP) for the protection of the classified material within your assigned facilities.
  • Provide security education to all staff within the DAA when access is first granted and on an annual refresher basis.
  • Assist in conducting security compliance reviews, including the annual In-House Review and DCSA Assessment for assigned facilities.

Qualifications

You meet our minimum qualifications for the job if you...

  • Hold a Bachelor's degree or equivalent years of experience, in Information Systems, Engineering, Computer Science, Business Administration or another similar field.
  • Are versed in security requirements and standards under the cognizance of Defense Counterintelligence and Security Agency (DCSA). Have experience working through government security audits.
  • Are capable of managing and coordinating day-to-day operations of DCSA Approved Areas, to include scheduling, controlling access lists, troubleshooting facility systems, oversee and maintain the general housekeeping, and overall system maintenance oversight.
  • Have strong interpersonal and oral / written skills with a demonstrated ability to independently analyze and identify program related requirements and quickly develop processes or solutions to address logistical issues as they arise. Are able to communicate and liaison with senior APL staff and sponsors. Have a demonstrated ability to collaborate and be part of a cross functional team.
  • Have experience associated with telecommunications technologies and protocols; audio/visual capabilities, risk assessments, accreditation reports.
  • Have strong computer skills to include hardware and software, with an emphasis on maximizing office automation through the use of the full MS office suite (Word, Excel, PowerPoint, and Visio).
  • Hold an active Secret security clearance and can ultimately obtain a Top Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Have experience with supporting VIP visits, large collaboration events, and/or event management.
  • Have experience leading small projects with narrow timelines.
  • Possess professional certifications in project management, industrial security, or IT compliance (PMP, Security+, CISSP, etc.).
  • Have experience configuring, operating, and troubleshooting video teleconference systems.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
