Job Summary

Functioning under the umbrella of the Plant Operations & Maintenance and Development Division at UC Davis Health, the Plant Operations & Maintenance Department is responsible for advising and assisting UC Davis Health's leadership with the planning, oversight, and allocation of investments in future and existing capital expense and space improvements on the UC Davis Health Sacramento Campus. Plant Operations & Maintenance provides guidance and oversight of UC Davis Health's Capital Improvement Program and capital project approval process; manages and advises upon the allocation of spatial resources and capital and lease investments; provides space utilization assessments and transition planning services; and oversees real property (leased) as tenant representative for UC Davis Health.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
  • Bachelors degree in construction management, design, facilities, planning or like field or equivalent work experience.
  • At least 6 years experience working in construction management, design, building/facility systems management, planning, renovation of buildings, facilities and physical plant systems in an Department of Healthcare Access and Information (HCAI (former OSHPD) acute healthcare setting.
  • Strong working knowledge of spreadsheet computer software such as MS Excel.
  • Skills to appropriately apply project management practices and procedures to meet the University's building program requirements and objectives.

Preferred Qualifications

  • Experience working in large-scale government, public works, or a university or school environment.
  • Knowledge of construction sequences and practices to prepare and/or review project schedules.
  • Knowledge of project constructability and skills to anticipate problems in implementation of design.
  • Ability to recommend alternate approaches to eliminate such problems.
  • Oral and written communication skills with an ability to deal effectively with a broad range of individuals from construction workers to the highest levels of University's management personnel, occasionally under stressful circumstances.
  • Written communication skills to prepare clear, concise and professional reports and correspondence.
  • Skills to be a technical resource, advisor and consultant on building space planning, programming, funding and utilization, to senior Health System administrative officers and committees, with the responsibility for assembling and evaluating information and preparing reports with respect to building space allocation standards and utilization.
  • Ability to independently perform program evaluation studies and financial feasibility analyses.
  • Skill in organizing and prioritizing assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments due to pressures of deadline and heavy workload.
  • Understanding of concepts of desirable spatial relationships for medical and support functions.
  • Basic financial and accounting skills to develop and manage project budgets.
  • Familiarity with Joint Commission Standards, California and industry building codes and regulations pertaining to hospitals and healthcare facilities, ADA compliance, fire codes, municipal ordinances, university regulations, policies and procedures, including UCOP policies pertaining to lease property.
  • Knowledge of hospital functions and general policies and procedures
  • Knowledge of current project and construction cost estimating and experience with industry standard cost estimating.
  • Financial skills to prepare, monitor and manage detailed project budgets, evaluate independent cost estimates, and review and approve payment requests.
  • Interpersonal skills necessary to represent the University in negotiations with construction personnel and to come to a fair agreement for both parties.
  • Political acumen to work in a highly dynamic and challenging environment with changing priorities driven by a large and diverse partner and client base comprised of project managers, senior leaders, and physicians.
  • Participate in Weekly EOC rounding to ensure facility is Joint Commission Ready and develop work orders or projects to correct any identified deficiencies.

Department Overview

The Plant Operations & Maintenance (PO&M) Department is a 24 hour, seven day a week operation responsible for the operation, repair and maintenance of buildings, systems, and grounds at UC Davis Health that includes 148 acres and structures that total 4 million Gross Maintained Square Footage (GMSF). Plant Operations & Maintenance is one of the largest operations, maintenance and support providers to hospital, clinical, administrative, research, SOM and SON departments throughout the UC Davis Health. UC Davis Health is one of several UC campuses that have their own cogeneration, central power plants. Cogeneration (Combined Heat and Power or CHP) is the simultaneous production of electricity and heat, both of which are used throughout the Medical Center Campus and is supported by Plant Operations & Maintenance 24x7x36

Department Specific Job Scope

Working under the general direction of the Construction Manager of Plant Operations & Maintenance, this position provides project management and technical oversight of major and minor capital improvement projects for owned and un-owned facilities within the UC Davis Health facilities portfolio. Projects have budgets in singular or in aggregate. Projects at this level typically include minor architectural impacts, may require Chancellor approval, and involve the direction of design and engineering professionals. The position reviews and coordinates with users on projects from concept through design and from construction to closeout and may manage elements of other infrastructure projects under the oversight and assistance of a higher-level project manager or supervisor.

This position would also perform planning duties such as analyzing PO&M space needs, allocations, cost, and priority; providing technical information and advice on building space needs, and utilization; acting as building space planning and programming liaison; preparing facilities surveys; space inventory management; and spatial assignments.

Finally, the position would provide support for property management operations helping to oversee offsite UC Davis Health facilities. Activities may include resolving project and maintenance work issues for specific buildings that make up a larger zone, helping to oversee property management activities and/or associated staff, or a combination of both. This may include supervising or overseeing the activities of a team of, landscapers, and building maintenance workers.
