GENERAL PURPOSE:
The HVAC Coordinator is responsible for coordinating projects and contractors related to the installation, operation, maintenance, and repair of HVAC systems and related assets across City facilities. This position performs complex HVAC tasks, including diagnostics, troubleshooting, and system optimization through the use of Building Automation Systems (BAS). The HVAC Coordinator leads HVAC personnel in the performance of maintenance, repair, and project work across multiple facilities. Work is performed under general supervision routine tasks are completed with minimal instruction, while new or complex assignments may require general direction. The HVAC Coordinator oversees HVAC-related projects from initiation through completion, evaluates equipment conditions, and provides recommendations to improve performance, reduce downtime, and extend system life. Work is reviewed periodically through observation, adherence to policies and procedures, and the achievement of defined results.


Examples of Duties

ESSENTIAL FUNCTIONS:

Assist the manager by performing such duties as instructing employees, answering questions, distributing and balancing the workload, and checking work; may make suggestions on selection, promotions, and reassignments.

Arranging appointments for preventative maintenance, service repairs, and installations, and dispatching technicians to job sites. Coordinates/schedules repairs to minimize downtime, based on the priority of the buildings needs.

Performs routine system/unit inspections and documents deficiencies for maintenance/repair requirements; prepares boilers/regulated water heaters for inspection by State Boiler Inspector and assists with inspections.

Monitors the performance of the BAS communication system and overrides operational values when necessary; performs these functions so as to maintain efficient systems operations; documents changes in BAS systems and electronic components and communicates with engineer, and recommends when an outside vendor must be called in for repairs or maintenance needs; acts as point of contact for vendor and remains on site while vendor is performing work; follows purchasing and authorization procedures when calling in outside repair services.

Works closely with engineers on special projects performing such tasks as: inspect/verify that projects are built to specifications, coordinate/provide support or input to contractors working on projects and make recommendations to management on pending projects; ensures completed work is properly documented for historical purposes.

Responsible for Occupational Safety and Health rules/requirements, safety/compliance procedures common to the trade; ensures maintenance/repair data or documentation reports are submitted to the manager in a timely manner and maintained for historical purposes according to established preventative maintenance procedures.

Directs/performs highly skilled mechanical, electrical, plumbing, pneumatic, and electronic work that complies with manufacturer's specifications, accepted trade standards and regulatory codes related to equipment/systems including (central gas forced air furnaces, packaged terminal units, heat pumps, radiant heat, hydronic heat, low pressure steam boiler systems, regulated inspectable water heaters, central air conditioning systems, packaged terminal units, chillers, window AC units, walk-in refrigeration units, walk-in freezers, appliance refrigeration units, commercial ice-makers and ducted distribution systems).

Performs and oversees diagnostics and repairs of HVAC digital control systems and components to ensure proper system operation and performance.

Explains/operates systems software to control variable air volume, diagnostic reporting, flow sensor, verification, temperature sensor verification, negative air flow detection, proper communication in Building Automation System (BAS) and various operating values.

Follows up on parts status, and receives parts for installation. Reviews work orders and ensuring accurate and complete job documentation for invoicing.

Acting as a liaison between customers, technicians, management, and other departments (e.g., parts, billing) to ensure clear communication and timely resolution of issues.

Coordinate and keep detailed records of inspections for heating, ventilation, air conditioning, boilers, refrigeration, and ancillary equipment related to HVAC, evaluate performance and review contractual compliance and schedule reparations of any inspection deficiencies.

Perform other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Interpret technical drawings, schematics, and wiring diagrams to ensure field equipment is installed and operating correctly.

Perform complex HVAC-related tasks including upgrading and reprogramming building automation controls to maintain system efficiency.

Inspect, maintain, troubleshoot, and repair a variety of HVAC systems, including DX units, chilled water systems, boilers, heat pumps, and air handlers.

Test and calibrate temperature, pressure, and flow sensors using certified calibration tools; use BAS software to adjust analog and binary points as needed.

Clean and inspect sensor housings to ensure accurate readings and remove any environmental debris impacting performance.

Review system performance after maintenance or repair to confirm proper air and water flow operations.

Identify and assess the condition of HVAC equipment and recommend proactive solutions to minimize failures and reduce downtime.

Coordinate and supervise contracted service providers performing diagnostics, repairs, and replacements on HVAC equipment and systems.

Participate in the replacement of major HVAC components and assist in troubleshooting complex system issues.

Perform seasonal system transitions and overhauls to ensure optimal heating or cooling performance during peak times.

Ensure proper care and use of tools, parts, and materials; promote safe work practices and continuous improvement in environmental and workplace safety.

Lead HVAC projects, including managing installation contractors, evaluating equipment performance, and providing input on energy efficiency or lifecycle improvements.

Collaborate with HVAC controls contractors to assess deficiencies in BAS programming or performance and plan future upgrades or replacements.

Maintain accurate service and maintenance records for all HVAC systems, including service history, equipment specifications, and warranty status.

Manage assigned projects using structured project management practices, including initiation, planning, execution, monitoring, and closing.

Perform other related duties as assigned.


Typical Qualifications

MINIMUM QUALIFICATIONS:

  1. Graduation from an accredited college or technical/trade school majoring in building automation systems, logic control systems, or similar field.
  2. At least five years of experience in installation, maintenance, repair, operation of heating, ventilation, air conditioning, boilers, and/or refrigeration, and ancillary equipment related to HVAC.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

Certifications must be obtained within a period of time after hire, after start of employment. Employees in this class may be required to obtain one or more of the following certificates, licenses, or endorsements:

Within 90 days of employment, must be able to pass the P-card test and be responsible for any p-card issued

Possess and maintain a valid State of Florida Driver's License, Class E or higher.

Must possess Universal EPA Section 608; OR Type I EPA Section 608 certification and Type II EPA Section 608 certification.

NOTE: All required certifications must be current at the time of application and maintained in an active state as a condition of continued employment.

OTHER REQUIREMENTS:

Physical

This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force repetitively to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping.

Ability to ascend/descend stairs, scaffolds, and ladders.

Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation.

Ability to remain stationary at job sites for extended periods of time and repetitively operate related equipment for repairs/maintenance.

Ability to position oneself to work in confined or difficult-to-reach spaces.

Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.

Environmental

Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
