Job Summary

Castalia Systems is seeking a Program Manager to lead a team of all-source analysts assisting our government client office in developing and implementing initiatives, programs, polices, analytic tradecraft methodologies, and associated support to harmonize all vital phases of the intelligence cycle.

Required Qualifications



  • Bachelor's degree and a minimum of 10 years of relevant experience in the Intelligence Community (IC); or Associate's degree and a minimum of 12 years of relevant experience in the IC; or Master's degree and a minimum of 8 years of relevant experience in the IC.
  • Highly desired: Bachelor's degree or higher from an accredited institution with preferred concentrations in areas such as International Studies or Affairs, Economics, International Trade, Intelligence, Public Administration, Public Policy, American Government/Governance, or Law/Legal Studies.
  • Relevant all-source analytic training for a recognized IC schoolhouse and/or IC member certification.
  • Experience using ICD 203.
  • Direct experience as a Team Lead or above at in IC member where duties included conceptualization support to more junior analysts.
  • Familiar with Post-Production tradecraft evaluations.
  • Provides relevant technical area lead and program management support.
  • Leads team on projects of various layers of complexity; creates solutions involving or affecting financial, scheduling, methodology, tools; prepares long and short-range plans for application selection, systems development, processes, procedures and production methods.
  • Creates, manages, and monitors associated support services necessary for programs and projects.
  • Works with Government staff (i.e., Contracting Officer, COR, etc.) to establish and implement program goals and provide key performance metrics to establish a strategic baseline.
  • Creates and maintains a detailed work plan to include specific tasks, assignments, task dependencies, milestones, and schedule for all tasks.
  • Builds and maintains qualified, full-time staff according to customer and mission priorities.
  • Maintains awareness of emerging capabilities and technologies in area of expertise.
  • Acts as a bridge for the complex gap between the non-technical functions of management and the technical requirements of work area mission and its personnel.
  • Experience working with Microsoft Office suite and other data systems.


Desired



  • Progressively higher levels of experience in organizational evaluation and assessment, diagnostics and development (two years of which include experience with IC agencies).
  • Experience in organizational process improvement and measurement for highly specialized applications and operational environments directed at knowledge-based outcomes, to include systems analysis, design, integration, documentation, and implementation device on exceptionally complex problems.
  • Progressively higher levels of experience in producing and reviewing finished intelligence production, as well as endorsing products and services, communications, customer outreach and engagement in an IC environment.
  • Adept oversight and deliverables experience in contract performance management to include stipulated critical analytic support requisites, harmonization of all phases of the intelligence cycle, and continuous improvement through a robust planning and evaluation framework and processes.
  • Experience and past deliverables in the following vital areas:

    • 1) Program Management, 2) Analytic Tradecraft & Methodologies Requisite,
    • 3) Production Requisite, 4) Dissemination Requisite, and 5) Senior Reviewer Support Requisite


  • IC experience desired; intelligence analysis experience preferred.
  • 3 years of experience managing all-source analysis efforts of at least ten (10) FTE in an IC entity desired; experience managing all-source analysis efforts preferred.
  • Knowledge of the intelligence authorities, component missions, and the role of analysis in supporting the IC; intelligence research, analysis, and production process.
  • Expert knowledge of direct mission performance assessment delivery to include experience across multiple mission analytic engagement for Intelligence Community Mission Managers.


Physical Requirements/Work Environment



  • Normal office environment.

  • Must be willing to travel up to 25% of the time.
