ESSENTIAL FUNCTIONS:

Maintain and update AMI, meter communication network and meter data management software. Collaborate with other Departments and Divisions (e.g. IT, Utility Billing, etc.) for AMI/MDM upgrades, maintenance, billing issues, etc.
Analyze AMI, MDM and meter reading data to identify health of AMI, MDM and meters (e.g. system communication, read success, zero consumption, leaks, theft, battery life, signal strength, etc.)
Identify meters not working properly or efficiently and generate work orders for the repair or replacement of water meters.
Oversee the installation, testing, repair, and calibration of meters; and other necessary work to ensure efficient operation of meters.
Assist in preparation of Department budgeting for AMI system.
Manage and implement procurement and inventory of water meters.
Manage and implement hydrant meter equipment, water distribution system auto-flushers and other metered appurtenances.
Inspect and ensure work performed meets requirements in accordance with established standards. Required to occasionally perform field inspections.
Delegate and oversee scheduling and work assignments of subordinate employees; oversee the efficiency, production, safety, and work habits of employees; train employees in procedures and equipment use; inspect work in progress and upon completion for compliance with safety and operational procedures; prepare performance evaluations and disciplinary actions; assume superior's responsibilities in his/her absence.
Perform other work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Workingknowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.
Working knowledge of the operation of electronic data processing equipment.
Working knowledge of the geography and street location of the service area.
Working knowledge of AMI and MDM systems and City's meter inventory and utility billing applications.
Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
Ability to complete tasks in a timely manner, multi-task, organize workload, meet deadlines, follow-up and take tasks to completion.
Ability to make critical and difficult decisions with some direction that conform to the policies and procedures of the City and the Department.
Ability to write reports and maintain records and files.
Ability to remain on call, 24 hours a day, seven days a week for after-hours repairs, emergencies, and other related concerns.
Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
Ability to understand and follow oral and written instructions and keep accurate records.
This position is performed with working knowledge - the incumbent has ability to recall and apply important and commonly-used information from relevant source documents or information in a particular subject field.
MINIMUM QUALIFICATIONS:
High School diploma or equivalent. Associate degree or specialized certification in the field preferred.
A minimum of five years of experience in various phases of construction, maintenance, and repair of water meter and related systems.
Previous supervision experience preferred.
An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities, and other competencies required for the position may be considered.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:
NOTE:All certifications must be current at the time of application and must be maintained as a condition of continued employment.
Possess and maintain a valid State of Florida Driver's License, Class E or higher.
OTHER REQUIREMENTS:
Physical
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 10 pounds of force repetitively to lift, carry, push, pull, and reposition objects.
Ability to traverse about an ADA accessible office setting, with or without reasonable accommodation.
Ability to remain stationary at a keyboard for extended periods of time and continuously operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer.
Ability to manipulate objects and demonstrate small, precise movements repetitively.
Environmental
Tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
