Description
ExamWorks is seeking a driven professional with experience in government contracting and proposal writing to join the team. This will be a remote/hybrid schedule in the Houston, TX office or Seattle, WA office TheBusiness Development and Proposal Manageris responsible to assist in the efforts to capture new contracts including federal, state and local government and direct business to business. This individual will ensure the organization's compliance with all relevant government regulations and laws. This role will focus on understanding the regulatory landscape, assisting with compliance programs, and coordinating the proposal and capture processes to secure business opportunities in all lines of business. ESSENTIAL JOB FUNCTIONS Capture and Business Development
- Assist in research and identification and capture of new government and business to business opportunities, key procurement trends and potential contracts.
- Prepare and submit high-quality proposals and bids in accordance with the applicable solicitation process.
- Assist in the development and execution capture strategies, including teaming agreements, pricing strategies, and solution development to increase the probability of success in securing contracts.
- Conduct competitive analysis and market research to inform capture planning and proposal efforts.
- Participate in development of long-range planning for new projects and programs.
- Assist in fostering relationship with government agencies and customers to effectively manage their expectations and ensure satisfaction.
- Perform all other duties as assigned.
Government Compliance
- Monitor, interpret, and implement federal, state, and local government regulations and compliance requirements, including FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement).
- Ensure all government contracts, proposals, and related activities are conducted in full compliance with applicable laws, regulations, and policies.
- Maintain internal compliance policies and procedures to meet government standards and ensure best practices.
- Assist in audits and assessments of ongoing projects to ensure continuous compliance with government regulations.
- Advise manager on compliance issues, risks, and regulatory changes that may impact the organization's operations.
- Collaborate with legal, finance, and operations teams to assess risk and ensure compliance with reporting requirements.
- Provide advice on contractual risks and mitigation to senior leadership.
- Review contractual documents to protect the organization's contractual requirements.
- Assist in the development and review prime contract flow down documents to ensure compliance with contract requirements and to minimize liability.
- Provide advice, training and technical support as required for contract compliance.
- Ensure non-disclosure agreements and contract terms and conditions are negotiated within company guidelines.
- Keep current on compliance trends and regulatory changes and ensure the team is well-informed.
Qualifications
- A bachelor's degree in business administration, Legal Studies, Public Policy, contracts or related field
- A minimum of three years of experience in government compliance, capture management, or government contracting.
- PMP, PgMP or other project/program management certification preferred but not required
- Must be able to obtain a government security clearance.
- Must have experience in specific government sectors including defense, occupational health and healthcare contracting.
- Must have excellent negotiating skills, including experience negotiating complex terms and conditions.
- Must have expertise with proposal development processes, including cost estimating and pricing strategies.
- Must demonstrate strong analytical and project management skills including a thorough understanding of how to interpret needs and translate them into application and operational requirements.
- Must have excellent interpersonal skills to deal effectively with all levels of management and team members.
- Must have knowledge of government contracts and a working knowledge of FAR/DFAR.
- Must be able to manage multiple projects and meet deadlines, think strategically, troubleshoot issues and work with various teams to drive tasks to completion efficiently and accurately.
- Must have excellent decision-making skills that support resolution of complex problems while minimizing risks to the organization.
- Must be able to maintain confidentiality.
