Job Summary

The Director of Budget provides strategic leadership and oversight of all fiscal operations for the College of Public Health & Social Work. This role ensures alignment of financial resources with the College's strategic goals and supports administrative, academic, and research functions through effective budget planning, analysis, and compliance.

  • The Director of Budget serves as the primary financial manager of the College, aligning the College budget with the organization's strategic plan. This role involves developing and implementing strategic fiscal initiatives in collaboration with the Dean and College Leadership. The Director provides guidance and support in the administration, management, coordination of financial matters, and financial performance improvements.
  • Directs, leads, and develops the annual budget for non-research funds. Formulates, administers, forecasts, and summarizes budget needs for all non-research related funds, such as E&G, auxiliary, and foundation accounts. The Director leads financial planning to ensure the College's financial integrity and alignment with strategic goals are met.
  • Administers and manages financial operations including procurement, operating expenses, and asset management. Oversees and coordinates the approval of all financial transactions using non-research funds, including but not limited to cost transfers, payroll, recurring expenses, purchases, etc., and ensures compliance with University, State, Federal, and GAAP standards.
  • Develops, leads and enforces internal control procedures and tracking systems.
  • Conducts an Executive-level summary of monthly, quarterly, and year-end analyses, and forecasts, to identify trends and exposures. Supervises expenditures to ensure compliance with budget goals and cost objectives.
  • Communicates financial analyses to Deans, Chairs, and departments to ensure accuracy and identify budget shortfalls or overages.
  • The Director appraises the Dean and College Leadership on the financial status of operations, assesses the impact of potential changes and risks, and recommends possible solutions.
  • Oversees salary administration and makes recommendations to the Dean to ensure alignment with the College budget, goals and strategic plan. Provides recommendations that include salary adjustments, one-time bonuses, conversions, faculty summer allocations, start-up funds, and temporary salaries. This role involves working with confidential financial and personnel data in accordance with institutional policies.
  • Acts as the lead liaison between College Chairs/Directors and university central offices on fiscal matters. Ensures consistent and timely dissemination, as well as submission, of financial reports and insights. Coordinates responses to internal and external requests for fiscal data.
  • Identifies and recommends training for college team members involved in fiscal operations. Identifies and facilitates ongoing process improvements to enhance efficiency and effectiveness.
Minimum Qualifications

Bachelor's degree in Finance, Accounting or related field and eight (8) years of related experience or Master's degree and six (6) years of related experience.

Must have two (2) years in a management role.
