DESCRIPTION OF WORK

Within this role, you will collaborate with supervisors and managers to address employee work performance and time and attendance issues by carefully reviewing each incident and assessing appropriate corrective action steps. You will provide comprehensive guidance towards developing Preliminary Disciplinary Conferences (PDC) charges as necessary, as well as provide support to ensure that employees are properly notified and the process is conducted in a timely manner. You will employ your conflict resolution skills to manage grievance processes by thoroughly investigating claims, preparing formal responses, and ensuring compliance with Commonwealth policy and all applicable contract language. You will also be responsible for facilitating labor management meetings with a strong focus on inclusivity between management and unions in order to ensure that favorable communication is consistent for both groups. Additional duties entail representing management in union negotiations to settle grievances, serving as a witness or subject matter expert at higher-level grievance hearings and arbitrations, and providing comprehensive employee relations training to supervisors and managers related to Commonwealth policies and practices. - Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Travel and overtime as needed.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week, upon successful completion of the 180 day probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office at Norristown State Hospital. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
- Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor's degree; or
- An equivalent combination of experience and training.
