Stanley Consultants is currently looking for a Program Manager for our Denver, CO (Centennial) office.
The Program Manager ensures adherence to the mission and objectives of the Program. He or she has oversight of numerous infrastructure projects, develops solutions to program/project challenges, and manages a staff of professionals and technicians for successful completion of projects. The Program Manager oversees all functions and activities from planning and development to implementation, integration, and closeout at the program level. He or she manages major initiatives and integrates resource and organizational components for best fit and overall program success to suit the client needs. The Program Manager will track and manage costs of the Program and will take the measures necessary to stay on schedule and within budget to deliver the defined scope of work. The Program Manager is accountable for providing overall management direction and has primary profit and loss responsibility for the assigned program.

What You Will Be Doing:
  • Establishing program/project objectives, policies, procedures and performance standards within boundaries of Company policy.
  • Providing single point accountability for program delivery for ongoing existing and future programs in the areas of overall management and project controls and providing analysis of key performance metrics and program strategies.
  • Communicating areas of concern to Program Leadership Team including the Client.
  • Initiating and maintaining Client relationships to facilitate Program activities.
  • Consistently and successfully developing and implementing solutions for the Program.
  • Leading assigned specialist technical resources through challenging project assignments and complex client environments to deliver the program objectives.
  • Assuring that projects & associated tasks within the Program are staffed with the appropriate resources and skill sets to achieve project objectives within Company profit model.
  • Leading planning studies, design, and construction services related to energy/water/sewer/stormwater infrastructure rehabilitation and replacement projects.
  • Supporting and leading multi-disciplinary teams on utility infrastructure design and construction projects.
  • Supporting staff with field activities including providing technical assistance during construction and other fieldwork.
Required Qualifications:
  • Candidate should be proactive and self-starting with excellent written and verbal communication skills.
  • Demonstrated ability to successfully manage a team of specialized employees and contractors in a coordinated and integrated manner.
  • Demonstrated experience in development of Work Breakdown Structure (WBS), scheduling and schedule analysis, cost estimating and cost control, budget development, reporting and record/document control.
  • Direct experience in developing and updating cost and resource loaded schedules using Microsoft Project, Primavera P6 and other database programs, web-based tools and spreadsheets.
  • Expert knowledge of scheduling practices and cost engineering concepts.
  • Must be able to demonstrate good interpersonal skills and the ability to work in a team environment.
  • Must have the ability to convey project needs to the project managers and clients and to formulate those needs into comprehensive plans and specifications.
  • Must demonstrate organizational skills and ability to work on multiple projects simultaneously.
  • Strong willingness to be a part of a large global engineering company, and to work with teams in other offices around the world.
Preferred Qualifications:
  • BA/BS in Engineering preferred.
  • 10 years program management experience of infrastructure/buildings/utility projects preferred.
  • Experience with Transmission, Distribution, and Generation components of the Energy Market.
  • Experience developing RFPs and executing contracts for large electrical infrastructure projects, including various contract types (i.e. EPC, Design-Build, Design/Bid/Build).
  • Experience working with large contractors, material suppliers, and OEMs for procurement of long-lead equipment.
  • Experience with financial modeling of large development projects.
  • Project Management Professional (PMP) certification preferred.
  • Experience in the public sector. Municipal experience in areas of public works, utilities, transportation, and industry preferred.
The successful candidate should:
  • Demonstrate strong written and verbal communication and negotiating skills.
  • Work in a manner to ensure personal safety and that of fellow employees by following company health and safety guidelines and policies.
  • Consistently adhere to and enforce internal Company processes and policies such as business and contracting rules.
  • Manage the financial aspects of contracts to protect Company's interests and simultaneously maintain good relationship with Client.

The starting salary for the successful candidate in this position is competitive and will be determined by the selected candidate's qualifications and experience, geographic location, internal equity, company policy and practices. In compliance with pay transparency laws, pay ranges are disclosed for positions and locations where required.
Stanley's Approach to Flexibility
While some members choose to work out of their local office on a full-time basis, we offer a hybrid schedule for eligible positions consisting of two days a week in the office, two days a week remotely, and Friday being a flexible day that can be worked either in the office or at home. Eligible roles can also offer a compressed workweek schedule. Members who participate will be assigned a 9/80 work schedule, meaning every other Friday off!
