Job Summary

Are you curious about how a city is actually run? Are you looking for meaningful public sector experience that connects strategy, service, and leadership? The City of Frederick is seeking an ambitious and civic-minded Executive Fellow to join the Office of Opportunity and Transformation. This position offers a unique opportunity to work alongside executive leadership on high-priority initiatives that promote equity, community engagement, and cross-departmental collaboration.

This is a paid, part-time fellowship designed for current students or recent graduates interested in public administration, local government, or community development. Fellows will be exposed to the day-to-day operations of municipal leadership and contribute to real-time problem-solving and decision-making processes.


Essential Duties and Responsibilities

The Executive Fellow will support the work of the Office of Opportunity and Transformation and other divisions within the Office of the Mayor, including Communications, Equity and Inclusion, and Arts and Culture. Key responsibilities include:

  • Supports the planning and execution of strategic initiatives focused on workforce development, equity, and innovation.
  • Assists in the preparation of memos, briefing documents, presentations, and reports for internal and external stakeholders.
  • Collaborates with the Communications Office to draft press releases, social media content, and community outreach materials.
  • Assists the Office of Equity and Inclusion with project coordination, stakeholder engagement, and research on diversity and inclusion initiatives.
  • Supports the Office of Arts and Culture in the planning and execution of cultural programs, events, and community engagement efforts.
  • Helps track the progress of City-wide projects and initiatives and prepares updates for executive leadership.
  • Researches best practices for municipal operations and supports interdepartmental teams in improving City services.
  • Participates in meetings and events organized by the Mayor's Office, representing the Office of Opportunity and Transformation as needed.
  • Performs other duties as assigned.

Required Qualifications

REQUIRED EDUCATION AND/OR EXPERIENCE:

  • Current enrollment in, or recent graduation from, a college or graduate program (fields of study may include Public Administration, Political Science, Urban Studies, Communications, or related areas)
  • Demonstrated interest in local government, operations, or public service.

REQUIRED CERTIFICATES AND/OR LICENSES:

  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):

  • Strong organizational and time management skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Excellent written and verbal communication skills.

OTHER DESIRABLES:

  • Prior internship, volunteer, or leadership experience in a public-facing or mission-driven organization
  • Familiarity with local government functions or nonprofit service delivery
  • Comfort preparing professional-level writing, briefings, or presentations
  • Adaptability, initiative, and a commitment to learning

While performing the duties of this job, the employee is regularly required to remain in stationary position for long periods of time; use hands and fingers to complete daily work assignments, reach with hands/arms to file and move stock items. The employee must be able to communicate using the English language. The employee is occasionally required to stand for long periods of time; walk about while performing work; climb ladders and stairs and traverse varied terrain. The employee is regularly required to stoop, kneel, crouch, crawl, push, and pull to reach various items. The employee must frequently lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
