Summary

Responsible for directing the operations of the Fleet Services Department which provides procurement, repairs and maintenance and fuel for the City of Garland service vehicles and equipment.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Strategic Leadership: Provide vision and long-term strategic direction for fleet operations, ensuring alignment with city-wide priorities and departmental needs.
  • Stakeholder Collaboration: Act as service partner to all city departments delivering responsive, solutions-oriented fleet services and proactively address their operational needs.
  • Maintenance Oversight: Oversee preventive and corrective maintenance programs to ensure vehicles are serviced on schedule, minimizing downtime and maximizing vehicle availability.
  • Performance Monitoring: Monitor key performance indicators (e.g. turnaround time, cost per mile, vehicle uptime) to evaluate fleet performance and drive accountability and continuous improvement initiatives.
  • Asset Management: Develop and execute comprehensive asset management plans for the municipal fleet - including strategic vehicle procurement, evaluation of usage patterns, lifecycle replacement scheduling, and timely disposal of surplus assets - to maintain an optimal fleet size, condition, and value.
  • Regulatory Compliance & Safety Culture: Ensure full compliance with DOT, OSHA, EPA, and all other relevant regulations, while fostering a strong safety culture across all fleet operations.
  • Operations Management: Direct daily operations of fleet maintenance facilities, ensuring efficient workflows, proper parts inventory management, and high technician productivity.
  • Safety Protocols & Training: Implement and enforce rigorous safety protocols, conduct regular staff training, and maintain clean, hazard-free work environments to promote employee well-being.
  • Team Leadership: Lead, mentor, and develop a high-performing fleet team (technicians, supervisors, and support staff), promoting professionalism, accountability, and continuous development.
  • Budget Management: Prepare and manage the fleet department's annual budget, ensuring fiscal responsibility, accurate forecasting, and effective cost control.
  • Technology Utilization: Leverage fleet management software, telematics, and data analytics tools to improve maintenance scheduling, track fleet metrics, and support data-driven decision-making.
  • Innovation & Efficiency: Identify and implement process improvements and innovative fleet initiatives (including the adoption of emerging technologies) to modernize fleet operations and increase efficiency.
  • Emergency Preparedness: Ensure fleet readiness to support emergency response efforts and enable rapid recovery from operational disruptions or critical vehicle failures.

Minimum Qualifications

  • Bachelor's degree
  • 10 years of progressively responsible related experience, including 5 years supervisory experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Bachelor's Degree in Business Administration or related field

  • 10+ years experience in Fleet Management, Repair and Procurement

  • 8+ years management experience

Knowledge, Skills & Abilities:

  • Excellent communication skills both written and orally

  • Effective negotiation skills to address and resolve complex issues and facilitate consensus with tact and diplomacy

  • Effective leadership methods and supervisory skills

  • Comprehensive knowledge of equipment and vehicle procurement procedures

  • Comprehensive knowledge of vehicle and equipment maintenance and repair cycles

  • Advanced ability to negotiate contracts

  • Advanced ability to develop innovative and strategic initiatives in Fleet management

  • Comprehensive understanding of budget preparation and analysis

  • Ability to establish and maintain effective working relationships with City administration, officials, departments or other agencies

  • Prepare professional presentations and present to City Council

Licenses and Certifications

  • Valid Class C Texas driver's license
