Project Manager

Location: Bethesda, MD (Onsite with some Hybrid flexibility)

Job Overview: The Project Manager will provide leadership and direction for Client IT projects under the ITSS program, ensuring that initiatives are delivered on time, within budget, and in compliance with federal standards. The Project Manager is central to contract success and requires balancing technical, contractual, administrative, and financial responsibilities across multiple IT workstreams.

The ideal candidate will be a proven federal IT project leader with expertise in both Agile and Waterfall methodologies, a strong background in scheduling and reporting, and the ability to coordinate effectively with senior leaders, stakeholders, and contract staff.

Key Responsibilities

Project Planning & Leadership



  • Lead planning, organization, and execution of all ITSS contract workstreams (Infrastructure, Security, QA/Risk, Desktop Support, Scientific Computing, Asset Management).
  • Translate requirements into detailed project and task plans with milestones and deliverables.
  • Oversee COOP/DR support activities, ensuring continuity of IT operations per Client standards.
  • Manage project budgets, schedules, and deliverables to ensure compliance with scope and funding allocations.


Performance & Compliance Oversight



  • Develop and maintain project schedules in Microsoft Project/Smartsheet, aligned with Client's enterprise IT roadmap.
  • Deliver contractually required weekly, monthly, quarterly, and annual performance reports documenting progress, risks, KPIs, and financial accountability.
  • Support QASP-driven oversight by ensuring services meet or exceed Service Level Agreements (SLAs).
  • Coordinate internal quality reviews and compliance checkpoints prior to submission to NIH.


Stakeholder Engagement & Communication



  • Serve as the primary liaison with Client Contracting Officer (CO), COR, and OIT leadership.
  • Participate in governance boards, technical review committees, and NIH-wide IT working groups.
  • Facilitate briefings for Client senior leadership and represent the program in cross-agency collaborations.
  • Support proposal development, business case analysis, and CPIC reporting requirements.


Team Leadership & Resource Management



  • Supervise and mentor project team members across matrixed functional areas.
  • Ensure cross-team collaboration between infrastructure, security, QA, and user support staff.
  • Validate contractor staffing levels, skill alignment, and training compliance.
  • Approve and oversee any substitutions of key personnel per contract requirements.


Risk Management & Quality Assurance



  • Lead risk identification, tracking, and mitigation planning across all workstreams.
  • Partner with the Risk & QA Lead to oversee Section 508 compliance, test planning, and validation of IT changes.
  • Ensure systems and processes meet FISMA, FIPS-199, HHS, and NIH standards.
  • Support Authority to Operate (ATO) maintenance activities by coordinating updates to SSPs and audit responses.


Contractual & Reporting Responsibilities



  • Ensure project execution adheres to Client's requirements, NIH policies, and federal IT standards.
  • Manage deliverables and reporting deadlines, ensuring accuracy, quality, and compliance.
  • Support preparation for audits, assessments, and inspections.
  • Ensure contractor personnel follow Client policies for security, accessibility, and data stewardship.


Requirements

Experience: Minimum 6 years managing complex IT projects with contractual, technical, and financial oversight.

* Education: Bachelor's Degree in IT, Computer Science, Business, or related field.



  • Substitution: 7+ years of IT project management may substitute for degree.


* Certification: Active/current PMP certification (required).

* Technical Skills:



  • Hands-on experience with both Agile and Waterfall methodologies.
  • 4+ years developing project schedules in MS Project or Smartsheet.
  • Familiarity with product management best practices and IT life cycle concepts.
  • Proficiency with MS Word, Excel, PowerPoint, Project, and Visio.


* Soft Skills:



  • Strong communication, negotiation, and presentation skills (verbal and written).
  • Experience interfacing with federal stakeholders, including COs, CORs, and senior leaders.
  • Proven ability to manage multiple priorities, resolve conflicts, and execute under pressure.


* Federal IT Experience: Prior experience managing IT projects in a federal or state government environment.

* Preferred:



  • Experience supporting federal CPIC reporting.
  • Familiarity with federal IT security and compliance frameworks (FISMA, FedRAMP, NIST).
  • Experience working in a matrixed, multi-stakeholder environment.


Compensation and Benefits

The projected compensation range for this position is $100,000 to $200,000 per year benchmarked in the Washington DC Metro area. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
