General Description
Assists in the management of large and complex county operated buildings. Assist in technical and administrative duties regarding planning and implementing diverse aspects of property management for assigned County facilities.
PLEASE NOTE: In accordance with Federal Bureau of Investigations /Florida Department of Law Enforcement security policies, the FBI/FDLE Criminal Justice Information Services Access Security Policy requires that all criminal justice agencies (including Broward Sheriff's Office, State Attorney's Office, and Medical Examiner's Office) have documentation of enhanced background screening on file for all personnel who may conduct any type of unescorted work or duties within any location that Criminal Justice Information (CJI) is housed (i.e., any type of computer or computer system/network with direct access to CJI). Therefore, this position may require (1) proof of state of residency and (2) passing and maintaining a Level 2 Background Screening.
Minimum Education and Experience Requirements
Requires an Associate's degree from an accredited college or university with major coursework in public or business administration, construction, engineering or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years in technical clerical, administrative, or relevant facilities maintenance management experience.
Special Certifications and Licenses
* Bachelor's degree in business administration or other relevant field
* Professional Administrative Certification of Excellence (PACE)
* Project Management professional (PMP) certification
* Institute for Public Procurement Certified Procurement Professional (NIGP-CPP)
* Certificate/License from a recognized program with a facilities management focus
* At least one (1) year of experience working with computerized maintenance management (CMMS) software
* At least one (1) year of experience working with PeopleSoft applications or similar software
* At least one (1) year supervisory or lead worker experience

SCOPE OF WORK

Duties and Responsibilities
The functions listed below are those that represent most of the time spent working in this class. Management may assign additional functions related to the type of work of the job, as necessary.
Responds to tenant complaints, contacts tenants to investigate complaints and determines corrective action needed; completes necessary records, explains procedures, and determines physical condition of property; conducts follow-up visits to assure compliance with recommendations for corrective action.
Periodically inspects facility noting conditions of grounds, structural adequacy, general cleanliness, and appearance of building interior and trash deposit areas, reports maintenance needs and contractor deficiencies to superior.
Supervises workers in the maintenance of county facilities, grounds, and equipment; inspects job sites for proper completion of tasks. Instructs workers in proper methods and procedures.
Maintains service contract files and records; submits inspection reports and project status reports as needed. Acts as division liaison with contractors and the Facilities Management Division.
Assists superiors in planning and implementing capital projects.
Keeps procurement records and submits requisition forms and specifications for supplies and materials.
Assist in maintaining related records and reports, inspection of facilities, grounds, waste management, and pest control conditions for compliance with contractual agreements, investigation of tenant complaints, and maintenance of service contracts and files in accordance with county regulations and in compliance with financial policies and procedures.
Work is performed in accordance with established practices pertaining to county owned and operated buildings and is reviewed by Building Manager or Maintenance Superintendent through inspection of facilities, conferences, and review of written records and reports.
Employee serves as point of contact in the absence of building managers and skilled trades supervisors.
Performs related work as assigned.
