HDR has an exciting opportunity for a Senior Hydrologic Hazard Technical Advisor to join our team in our Pittsburgh, Pennsylvania office location. HDR is a water, hydropower and dam and levee safety industry leader. Our team focuses on a range of projects including flood frequency analysis, hydraulic and hydrologic risk assessments, floodplain modeling, consequence modeling, dam and levee breach modeling, flood consequence assessments, and other watershed planning and analysis efforts. This position will support HDR's Hydrologic and Hydraulic teams in delivering high quality work products to our clients. The position is well-suited for a talented, highly experienced individual who is interested in being a leader in the industry and contributing to innovative and challenging projects involving dams, hydraulic structures, levees, and other related water resources infrastructure. The primary duties for the Senior Hydrologic Hazard Technical Advisor include:
Provide technical leadership, direction, and oversight for hydrology and risk assessment proposals and projects. Provide oversight and mentorship of project and junior staff in hydrologic, hydraulic, and consequences analysis. This role includes leadership and expansion of HDR's hydrology services including client and strategic project development with Federal and State government agencies, water agencies and utilities, and power utilities. Build and maintain client and practice wide business class relationships and participate in project scope development, reviews and quality control/assurance processes. Participate in business class practice and professional discipline groups, project teams and activities to continually improve standards and best practices, and implement effective quality assurance and quality control reviews. Collaborate with other inter-related discipline practice leads such as computational hydraulics, structural, geology, geotechnical, civil, mechanical, CADD and GIS among others. The position will also require coordination with HDR's other regional and corporate business class technical leads and advisors. Perform or be part of the team performing potential failure modes analysis (PFMA) and Level 2 risk assessment (L2RA) as part of FERC Part 12D Comprehensive Assessments. Serve as a subject matter expert on risk review boards and other projects. Conduct engineering analyses, evaluations and designs; develop design options or recommendations for hydropower, pumped-storage and related dam safety projects. Develop technical reports and risk management cases that assess dam safety risk, mitigation options, and regulatory compliance. Some travel is required.
Preferred Qualifications
15 years related experience. Professional Engineer (PE) license. MS Office and MS Project experience (Access experience would be plus). Demonstrated leadership, business development and strategic planning skills. Master of Science in civil/environmental engineering or related field. Experience with dams, water conveyances or other constructed project works and infrastructure associated with hydropower and pumped-storage projects regulated by FERC, USACE or other agencies. Experience with publicly-available flood analysis software such as BestFit, RFA, HEC-SSP, RMC-TotalRisk, and HEC-FDA. Experience working with and leading a multi-discipline team and providing expert level guidance on dam safety and risk assessments. Experience in preparation and delivery of technical training. Knowledge and experience with the FERC regulatory process including STIDs, PFMAs, CSIRs, and SQRAs. Proficient with Microsoft Office, Excel and Word, AutoCAD and/or MicroStation. Strong written and verbal communication skills. Self-motivated, able to work independently and with a project team to completion of task. Ability to travel as needed for inspections, meetings or other requirements.
