Foreign Disclosure Representative

Position Summary:

As Foreign Disclosure Representative (FDR), you will play a critical role in supporting the Foreign Disclosure Officer (FDO) and the broader SFI and USINDOPACOM missions. You will ensure the secure and compliant sharing of information with foreign entities by rigorously applying U.S. laws, regulations, and classification policies. This role is located at Joint Base Pearl Harbor Hickam.

Clearance Requirements:

Must be a US citizen with the ability to obtain/maintain a DoD TS/SCI security clearance.

Essential Functions and Responsibilities:

  • Assist the Foreign Disclosure Officer in processing and adjudicating foreign disclosure decisions, supporting both SFI and USINDOPACOM processes. Validate sources and ensure all information is properly vetted.
  • Enforce classification policies by ensuring all documents have correct banners and portion markings. Maintain consistency and accuracy in classification labeling.
  • Prepare, review, and process foreign disclosure requests. Ensure all actions are compliant with U.S. laws, Department of Defense (DoD) regulations, and PACAF-specific policies.
  • Conduct detailed reviews of documents, briefings, and materials to determine their releasability to foreign governments and partners. Make recommendations based on established guidelines.
  • Train inbound personnel on theater-specific disclosure requirements, policies, and best practices. Serve as a resource for questions on foreign disclosure procedures.



Required Education, Skills, and Experience:

  • Bachelor Degree
  • At least 4 years in foreign disclosure intelligence.
  • Prior experience in foreign disclosure, intelligence, or security operations preferred.
  • Familiarity with DoD foreign disclosure regulations, classification guidelines, and USINDOPACOM processes.
  • Strong attention to detail, ability to interpret and apply complex regulations, effective communication and training skills.
  • Ability to work collaboratively within a multi-national and multi-agency environment.
  • High integrity and professionalism in handling sensitive information.
  • Proactive approach to problem solving and process improvement.
  • This role is essential to maintaining the integrity of PACAF's information sharing processes and ensuring compliance with all applicable regulations.



Physical Demands and Expectations:

  • Travel will be required to support this task (up to 25% travel)
  • Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
