Role Summary: Under the general direction from the Manager of Payroll Compliance, the primary responsibility is to plan and coordinate the daily, quarterly, and annual activities related to the multiple payroll tax areas. Ensuring that proper setup for all tax jurisdictions is done, that all filings are filed on time and being the designated contact person for the third-party tax administrator, along with ensuring that any issues within a jurisdiction is resolved properly and within a timely manner. Key Responsibilities:
- Tax Filings: Oversee and prepare original and amended tax filings for all federal, state, and local jurisdictions.
- Compliance: Ensure adherence to all federal, state, and local tax regulations and labor laws, including withholding income tax, FICA, and unemployment taxes.
- Reconciliation & Audits: Perform and review payroll tax audits to ensure accuracy and resolve any discrepancies with tax issues and agency notices.
- Tax Reconciliation: Reconcile internal payroll tax accounts and resolve any discrepancies or issues.
- Tax Authority Liaison: Work with tax agencies to address notices, respond to inquiries, and resolve issues with tax filings.
- System Maintenance: Implement, maintain, and review payroll systems and processes to ensure data integrity and efficiency.
- Research & Analysis: Stay informed about legislative changes and analyze their impact on payroll tax processes.
- Stakeholder Collaboration: Work with internal departments (HR, Finance) and external agencies and third-party tax providers.
- Process Improvement: Identify opportunities for process improvements to reduce manual efforts and enhance efficiency and compliance.
- Documentation: Develop and maintain process documentation, such as standard operating procedures and job aids.
- Reporting: Create and distribute reports on payroll tax activities and respond to inquiries from employees and authorities.
- Project Support: Assist with various tax-related projects, system implementations, and testing.
Basic Qualifications:
- Expertise: Deep knowledge of federal, state, and local payroll tax regulations.
- Analytical Skills: Strong ability to analyze complex tax information and resolve discrepancies.
- Attention to Detail: Meticulous approach to data entry, record-keeping, and reporting.
- Payroll Systems: Proficiency with payroll processing software and tax management platforms.
- Communication: Excellent written and verbal communication skills for interacting with various stakeholders.
- Organization: Highly organized, able to manage multiple tasks and priorities in a fast-paced environment.
- Leadership: Ability to provide guidance to junior staff, train team members, and mentor colleagues.
- Certifications: Professional certifications like Certified Payroll Professional (CPP) preferred but not required.
Desired Qualifications:
- Bachelor's Degree or equivalent experience
- 5+ years payroll experience with 3 or more years experience with payroll tax issues
- Expertise in ADP SmartCompliance
- Strong knowledge of federal and multi-state regulations
- Analytical and problem-solving skills
- Experience in large, complex organizations
- Advance Excel skills, including pivot tables and VLOOKUPs
- Excellent oral and written communication
- Attention to detail is a must
