Description

Salary range is $78K to $144K with a midpoint of $98K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position with an anticipated end date at 3 years, 9 months of service.

GENERAL PURPOSE:

Under general direction, provides professional data and data visualization services to the Strategy department and the agency at large by working with internal and external data sets to create visual representations of data such as charts, maps, infographics, graphs, and dashboards that illustrate and clarify information used both for public information and internal decision-making. Uses principles of storytelling to help audiences understand key messages. Focuses on larger initiatives, with the ability and authority to lead and manage projects. Expected to interface with and understand interest holder needs to provide strategic analytics, enterprise data management, and executive-level or departmental reporting. Uses industry-standard techniques, tools and software to design, develop, and implement visualizations, transforming raw data into clear and compelling visuals. Serves as the Coordinating Data Steward within the department's data domain and supports active participation of data owners and data stewards to ensure data used for decision making is fit for purpose and of high quality. This is a term limited (temporary) position with the core purpose of working cross-functionally to help establish a sustainable data visualization function for the Agency. Role will assess current state and identify opportunities based on priority needs, and will establish processes, procedures and workplans for the program.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Work across departments and divisions to refine existing data design standards and develop new ones in line with Sound Transit's brand standards.
  • Act as Strategy department lead for agency-wide data analysis and visualization program development and implementation, partnering closely with the Enterprise Data Analytics team, among others.
  • Analyze data to identify trends, patterns, and insights; translate those insights into visual representations.
  • Design and develop visual representations of data, including charts, graphs, maps, and interactive dashboards.
  • Effectively communicates data analytics, insights and methodologies to internal and external interest-holders to help them understand the data's meaning and implications so they can make informed decisions.
  • Partner across departments and divisions to assess existing data sets and inputs, standards; and develop KPIs, workflows and program documentation.
  • Work with data owners and the essential data team to validate data accuracy, completeness, and integrity to ensure the reliability of visuals.
  • Design and manage enterprise reporting solutions. Create and maintain complex data models. Design and build interactive dashboards for various audiences that might include staff, department leadership, executives, board and public. Provide support and guidance to Business Intelligence Analysts.
  • Collaborate with cross-functional teams, including researchers, data analysts, business analysts, designers, communications staff and product managers, to design and deliver effective visualizations.
  • Ensures all visual content complies with Agency accessibility standards and industry best practices.
  • Stay up-to-date with the latest data visualization tools, techniques, and trends, and explore new ways to present data. Lead the design and implementation of advanced BI solutions to support long-term strategic goals. Conduct deep-dive analysis on business processes.
  • Supports the procurement of consultant contracts as needed, lending subject matter expertise and analysis.
  • Liaison between Data Governance and Data Owners & Data Stewards within assigned domain including identifying and onboarding new data owners and stewards.
  • Coordinate data improvement efforts within assigned domain and actively participate in agency wide data improvement efforts when domain is impacted.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Business Analytics, Information Systems, Data Science, Data Visualization, Graphic Design or a closely related field. Four years of experience in managing projects, and using research and analytics to create content, design materials and visuals. Direct experience in similar roles, including hands-on data visualization roles; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:



  • Certifications in data visualization tools like Tableau, Power BI, D3.js.


Required Knowledge and Skills:



  • Proficiency in data visualization and design tools and software such as Power BI, Tableau and Adobe Illustrator.
  • Strategic thinking and creative problem-solving, with an eye toward content creation, narrative and storytelling via data and analytics.
  • Proficiency in data analysis techniques, including statistical analysis, data cleaning, and data transformation.
  • Developing or monitoring business metrics and performance indicators (KPIs).
  • An understanding of visual design principles, visual communication, UX design, and information architecture.
  • Ability to analyze data, identify patterns, draw conclusions and explain results to internal and external interest holders.
  • Understanding of data governance and data stewardship.
  • Program and project management experience including ability to manage multiple projects concurrently and organizing work to meet challenging priorities and deadlines.
  • Experience working cross-functionally and influencing without direct authority.
  • Understanding of brand including visual identity and voice/tone.
  • Strong interpersonal techniques and commitment to establishing and maintaining effective working relationships with a diverse work group including other division staff, management, vendors, and outside agencies.
  • Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals.
  • Proficiency with Microsoft Office 365 suite and collaboration tools (Teams, SharePoint, etc.).
  • Knowledge of accessibility best practices and inclusive communications principles.


Preferred Knowledge and Skills:



  • Some experience with programming languages like SQL, Python, and R.

  • Work is performed in a hybrid office environment.
