Job Family Description

Project management personnel plan, monitor and manage internal projects from initiation through completion. Program management personnel manage programs responsible for the execution of multiple projects or sub-projects. They secure required resources and use formal processes and tools to manage resources, budgets, risks, and changes. They manage projects to ensure on-time completion according to specifications and within budgeted costs.

Discipline Description

Construction field engineers plan, direct, and coordinate execution of construction field activities within the civil, mechanical, electrical, and welding disciplines. They perform constructability reviews of design documents to ensure details and information is adequate for successful completion of construction and provide design agencies with construction technical input for design development and required changes. They review and manage the implementation of project design and maintenance activities using existing specifications, national Codes and standards, drawings, and the latest construction techniques. Construction engineers ensure that proper work processes, design, quality, schedule, safety, security, and environmental requirements are communicated to and adhered to by Craftsmen and their supervision. They develop construction scope turnover packages and coordinate turnover to Start-up, as required, in support of the project schedules. They perform inspections as required by Codes and designs and create maintain proper inspection documentation. Construction field engineers participate in team environments including developing effective solutions to technical issues encountered, working with applicable Health and Safety personnel to ensure work is conducted in a safe manner, and perform frequent jobsite reviews to ensure components and systems are properly installed.

Some Typical Duties & Responsibilities Include:

Provide advanced expertise and support to site operations to resolve very broad to abstract technical issues having division and/or site wide implications. Specific support provided will differ according to assignment, but will generally include directing, planning, developing, implementing, and administering technical engineering and operations related programs.
Ensure technical aspects of engineering, operations, or maintenance programs are in compliance with governing directives. Responsible for directing, planning, developing, implementing, and budgeting for various technical functions in support of the pre-conceptual design, construction, and start-up of process and testing facilities. Interface and negotiate with vendors to resolve equipment, services, staffing, and technical related issues. Evaluate and analyze equipment, instruments, and procedures needed to upgrade operations programs. Evaluate, test, and procure new equipment and instruments in support of assigned operations programs. Ensure technical aspects of engineering and operations programs are in compliance with applicable laws, standards, and DOE Orders. Serve on various committees regarding standardization of equipment, instrumentation, processes, and training in support of the company and DOE operations programs. Direct daily activity of other engineering and technical support specialists and serve as an area point of contact or subject matter expert for the most complex technical issues. Assist less experienced personnel with more difficult aspects of work and provide guidance to less senior employees to achieve assignments using established guidelines, procedures, and policies.
Demonstrate cost and schedule awareness through timely completion of assigned tasks and projects. Develop installation/modification work instructions and work plans. Performed job hazard analysis for construction activities.

Other Knowledge Skills:
College degree in a technical discipline and practical experience in construction engineering preferred. Previous Electrical Field Engineering Experience
Previous SRS Experience. Previous experience related to construction engineering, constructability reviews of designs, work planning, job hazards analysis, and material procurement utilizing SRS specific processes, programs, procedures, and systems.
Previous experience with schedule development for work planning and procurement.
Experience and working knowledge of Microsoft Office, AutoCAD, MicroStation, SmartPlant, Asset Suite, Hazard Analysis Software
Expertise associated with a specific engineering discipline, i.e. extensive knowledge/experience with gloveboxes, pressure piping/vessels; lockouts, etc.
Experience with forecasting staffing needs and oversite of employees to meet organizational commitments.
Experience with Corrective Action Programs.
Experience interfacing with internal and external customers. (i.e. DOE, NNSA, DNFSB, IEB, QA, etc.). Meet one of the following discipline qualifications:
Electrical-
Experience with electrical system installation/modification designed and constructed in accordance with national electrical codes and standards including NFPA and NEC
Mechanical -
Experience with mechanical system
installation/modification designed and constructed in accordance with national piping codes and standards including Working knowledge of ASME piping codes
Civil-
Experience with civil and architectural
installation/modification designed and constructed in accordance with national codes and standards including IBC, ACI, AISC, OSHA

Required Qualifications

* Eight or more years of experience (YOE) as an individual contributor in one or more of the roles managed, OR Bachelor's Degree in a relevant field plus five or more years of experience (YOE) in one or more of the roles managed, OR Master's Degree in a relevant field plus three or more year of experience (YOE) in one or more of the roles managed
* Equivalencies to experience and education requirements will be considered

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications.
