Division: Finance Status: Exempt Grade: 110 Job Code: 296 Reports to: Assistant Director of Finance Date: 07-01-24 Revised Date: 10-08-25 Last Reviewed Date: 10-08-25 SUMMARY OF JOB Provides support to both the Director and Assistant Director of Finance in the areas of accounting, finance, budgeting, auditing and debt management. Perform planning, research, analyses and reporting activities for the Finance Department. Actively communicates and works with departmental supervisors in creation and adherence to internal controls and work flow procedures. Assist finance staff in completion of monthly, annual and internal duties. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: Other duties may be assigned or scheduled. * Exercise tact, diplomacy, and courtesy when dealing with the public and others within the organization. * Coordinates administrative duties in order to meet company and departmental goals, objectives and deadlines. * Assists with analysis and forecasts of operations, including revenues and expenses, capital expenditures and long-term debt. * Assists in preparation of monthly financial statements, the annual audit and working papers, and month end/year end close of general ledger processes. * Assists in planning and preparation of the annual budget. Assists other department head with budget preparation. * Works with staff to create procedures, analyze work flow and suggest/implement solutions to create operational efficiencies. * Performs research, organizes data, draws conclusions and communicates results to upper management. * Performs duties associated with general ledger, accounts receivable, accounts payable, debt management, cash management, capital asset management, and procurement. * Able to operate a variety of office equipment and related software; including personal computer, word processor and other information processing equipment and internet searches. * Subject to twenty-four (24) hour call. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. * Comprehensive knowledge of office terminology, computers, computer software, policies and procedures. * Working knowledge of the generally accepted accounting principles, government audit standards, and the Virginia Procurement Act. * Must have knowledge of rules, regulations and ordinances administered by the Finance/Administration department, comprehensive knowledge of administrative techniques, as well as a comprehensive knowledge of business communications, spelling and business mathematics. * Must have the demonstrative ability to communicate effectively both orally and in writing, to perform quantitative and narrative reporting and to interpret and implement policies. * The ability to maintain the confidentiality of information handled in the department. * Ability to read and interpret documents such as company policies, operating and procedure manuals * Ability to write reports, correspondences and procedure manuals * Ability to define problems, collects data, establish facts and draw valid conclusions * Ability to think logically and analyze data * Ability to establish and maintain effective working relationship with employees, other departments and the public * Must possess and maintain a good work ethic concerning attendance, punctuality, positive attitude, meeting deadlines and being a team player * The ability to maintain the confidentiality of information handled in the department. EDUCATION and/or EXPERIENCE Bachelor's degree from four-year college or university in accounting or business; five to ten years related experience and/or training in governmental accounting or business; or equivalent combination of education and experience. Advanced degree or CPA and supervising experience would be an asset. CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS * Must possess a valid Virginia driver's license or have the ability to obtain one within 60 days of employment date. No more than six (6) demerit points on driving record if required to drive Water Authority vehicles. If corrective lenses are noted on driver's license, the lenses must be worn when operating Authority vehicles. * Repetitive movement using keyboard and/or office equipment is involved. * Employee must be able to sit for an extended amount of time at a desk or workstation. * Employee must regularly lift, carry and/or move up to 10 pounds and occasionally 20 pounds. Assistance is required on weight amounts above those listed. Failure to do so could result in injury and denied Worker's Compensation benefits.
