State Department Federal Credit Union is seeking aDirector, BSA & Fraudtolead the Credit Union's Loss Prevention, Fraud Prevention, Bank Secrecy Act (BSA), Anti-Money Laundering (AML), and Office of Foreign Assets Control (OFAC) programs to safeguard members, protect the brand, and reduce operational losses by preventing fraud and minimizing member impact.

The Director, BSA & Fraud oversees all BSA/AML, OFAC, and fraud prevention functions, serving as the designated BSA and OFAC Officer. This role manages compliance programs under the BSA, USA PATRIOT Act, AML Act, and OFAC regulations, including transaction monitoring, fraud claims, SAR and CTR filings, and help desk operations. The Director leads staff, delivers training, reports to senior management, manages budgets, strengthens loss-prevention controls, and maintains vendor relationships. Success is measured by loss performance, detection and response effectiveness, regulatory compliance, and continuous control improvement validated through audits and exams.

Essential Duties and Responsibilities:



  • Design, implement, and continuously improve BSA/AML, OFAC, fraud and loss prevention programsin partnership with the VP, Risk Management; ensure compliance is embedded across operations.
  • Oversee physical security and loss prevention programs, including surveillance systems, access controls, and incident response, to ensure a safe environment for staff, members, and assets.
  • Maintain and evolve the financial crimes technology stack; enable real-time interdiction and adaptive risk scoring through analytics and data aggregation.
  • Monitor emerging risks and regulatory changes; lead risk assessments and support audits and exams to ensure compliance.
  • Deliver concise reports to senior leadership on alerts, trends, losses, member impact, and risk insights.
  • Provide oversight and consultation on initiatives, products, and vendor integrations to ensure "controls by design."
  • Manage BSA/AML,fraud and loss preventionvendors per the Vendor Management Program, including performance and remediation.
  • Hire, coach, and manage performance forstaff; ensure clear roles and accountability.
  • Direct investigation and resolution of fraud claims with strong member experience and regulatory compliance.
  • Serve as final reviewer for SARs, CTRs, and other BSA reports; ensure accurate, timely filing to FinCEN.


Qualifications

Required Skills and Competencies:



  • Bachelor's degree in finance, Business Administration, Criminal Justice, or a related field or equivalent experience.
  • Minimum of 7-10 years of experience in BSA/AML compliance and fraud prevention, with at least 5 years in a leadership role.
  • Professional certifications such as CAMS (Certified Anti-Money Laundering Specialist) or CFE (Certified Fraud Examiner) are highly desirable.
  • In-depth understanding of BSA, AML, OFAC, USA PATRIOT ACT, and related regulations, fraud prevention techniques, and industry best practices.
  • Excellent analytical, problem-solving, and data-driven decision-making skills.
  • Strong communication and interpersonal skills, with the ability to effectively communicate complex regulatory requirements to non-technical stakeholders.
  • Experience in the financial services industry, ideally within credit unions.
  • Proven ability to design, implement, and sustain BSA and Fraud programs that effectively mitigate financial crimes.
  • Strong track record in building high-performing teams, driving change, and influencing cross-functional stakeholders.
