As a Data Operations Engineer at CTC, you will be at the forefront of our digital transformation, collaborating with cybersecurity experts, Artificial Intelligence/Machine Learning (AI/ML) innovators, and enterprise architects across the company to build comprehensive cutting-edge data governance strategies and solutions. You'll work with innovative data management technologies, state-of-the-art analytics platforms, and next-generation decision support tools that directly impact national security and defense readiness. Your role will be instrumental in establishing CTC's authoritative "single source of truth" for enterprise data, implementing robust data quality frameworks, and ensuring compliance with critical standards including Capability Maturity Model Compliance CMMC Level 2, NIST cybersecurity guidelines, and federal data protection requirements. You'll curate and protect sensitive data assets while enabling AI-driven insights that enhance our support to U.S. warfighters and strengthen our competitive edge in the federal marketplace. Working with our Chief Data and Information Officer, you'll help safeguard our national security mission, retain U.S. technological advantage, and ensure the primacy of American manufacturing through secure, compliant, and intelligent data operations. Our data solutions also improve safety and occupational health across numerous DoD sites, support emergency response accountability, and ensure the continuity of vital defense operations. - Serve as the primary custodian of enterprise data assets to ensure adherence to corporate policies, governance frameworks, and legal and best practice data standards including CMMC Level 2, NIST cybersecurity frameworks, and federal data protection requirements. Oversee data governance across hybrid environments, including cloud (e.g., Azure Government) and on-premises systems.
- Design, implement, and maintain automated data ingestion, transformation, and validation processes into organizational workflows and decision-making processes. Build data pipelines across diverse data sources, including structured (SQL/Oracle), semi-structured (JSON, XML), and unstructured data (flat files, NetApp storage systems).
- Collaborate with cybersecurity experts and enterprise architects to develop and maintain data governance policies, metadata management systems, and data lifecycle processes supporting CTC's sites.
- Monitor and audit data usage to ensure compliance with organizational policies, regulatory requirements, and cross-domain security standards for unclassified environments that include Controlled Unclassified Information (CUI) and For Official Use Only (FOUO) data. Conduct regular assessments of data assets to identify risks, opportunities, and areas for improvement.
- Implement and maintain data quality frameworks, identify and resolve data inconsistencies, and support AI/ML initiatives that enhance decision-making to ensure data quality, integrity, and security.
- Support implementation of data governance tools, enterprise platforms, cloud-based platforms (including GovCloud-high GCC-high), and technologies like graph databases and ontology management systems.
- Establish the guidelines and policy for the flat data storage solutions, including NetApp and other NAS/SAN systems, ensuring efficient data organization, retrieval, and lifecycle management. Optimize storage performance and scalability while maintaining compliance with data retention policies.
- Collaborate with cross-functional teams on data governance best practices, working closely with IT, cyber compliance, engineering, and business development teams across CTC's four technology divisions. Provide training and guidance on these best practices and standards.
- Develop and maintain data dictionaries, API standards, metadata schemas, and governance documentation to support data literacy across the organization.
- Stay informed about emerging trends, technologies, and regulations related to data governance and stewardship.
Basic Qualifications:
- Bachelor's Degree in Data Engineering, Information Systems, Computer Science, or related technical field with 4-6 years of experience, or Master's Degree with 2-4 years of experience
- Demonstrated experience in data governance, data quality management, and metadata management in enterprise environments
- Strong understanding of federal data privacy regulations including GDPR (General Data Protection Regulation), CCPA (California Consumer Privacy Act), HIPAA, and DoD data handling requirements
- Proficiency in SQL, Python, R, and data modeling concepts with experience in ETL/ELT build processes
- Experience with data governance tools, data cataloging platforms, and cloud-based Azure and M365 data services
- Strong analytical and problem-solving skills with meticulous attention to detail and data accuracy
- Excellent written and verbal communication skills with ability to present complex technical concepts to diverse stakeholders
- Ability to obtain and maintain a Secret security clearance
Preferred Qualifications:
- Active Secret clearance or higher
- Experience working with DoD, Intelligence Community, or other federal agencies in data governance roles
- Familiarity with CMMC compliance requirements, National Institute of Standards (NIST) frameworks, and federal acquisition regulations
- Experience with open-source data processing technologies such as Apache Airflow, Kafka, Elasticsearch/Opensearch, Prefect, etc.
- Knowledge of graph databases, ontology development, and semantic data modeling
- Knowledge of DevSecOps practices, containerization, orchestration, and Continuous Integration / Continuous Delivery (CI/CD) data pipeline development
- Experience with ETL and data integration platform tools such as CloverDX, Informatica, MuleSoft, Talend, TIBCO, Data Factory, Glue, etc.
- Experience with cloud-based data services such as Azure (Azure SQL, Data Factory, Synapse, Databricks, etc.) and/or AWS (EC2, Glue, EMR, RDS, Redshift, etc.)
- Experience with cross-domain solutions (CDS) and secure data transfer protocols
- Certification in data governance (CDMP, DGSP)
- Experience with Azure GCC-high
- Experience with other cloud providers (AWS, GCP, Oracle)
- Experience with GCC-high and GovCloud environments
- Relevant certification(s) in Azure cloud platform and services. Certifications in other cloud platforms/services (AWS, GCP, Oracle)
- Relevant operations, data, and development certifications across Azure, AWS, and/or GCP
- Experience supporting safety and occupational health programs or emergency response systems
- Background in applied research and development or technology transfer activities
- Strong presentation skills for executive briefings and technical demonstrations
