The Contracts Administrator II is responsible for assisting with the processing of contracts and purchase orders, contract modifications, development of agreements, proposal responses, the negotiation of terms and conditions, and the management of contract performance in accordance with company policies, law, and regulations, and applicable terms and conditions.

Position Responsibilities:

* Maintain and continue to develop functional knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and other Agency and Department FAR Supplements.

* Drafting, negotiating, and redlining non-disclosure agreements (NDAs), data calls, teaming agreements, terms and conditions, and other documents supporting contractual relationships.

* Reviews and evaluates request for proposals (RFP), request for quotations (RFQ) for company compliance in support of go / no-go decisions.

* Drafts, reviews, and submits bid and proposal documents in response to customer RFPs and RFQs via email and customer submission portals.

* Coordination with other company functions to ensure appropriate reviews are conducted, schedule required reviews and obtain required review and approval signatures prior to submittal of proposals or execution of contractual documents.

* Negotiates pricing and payment terms, delivery schedules, favorable consideration, and other contractual modifications as required during pre- and post-award.

* Reviews customer purchase orders, contracts, agreements and contractual documents for accuracy and compliance.

* Completes customer representations and certifications and other compliance forms as applicable.

* Develops functional knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use.

* Maintains and improves knowledge of relevant contractual procedures and practices, market trends, and assist in the development and improvement of company contract management related policies and procedures to improve business operations and profitability.

* Perform all aspects of contract administration including:

o contract funding

o scope changes

o contract amendments

o receipts and delivery schedules

o legal requirements

o other commitments

o audit requests

* Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures.

* Perform the coordination, negotiation, and management of moderately complex proposals and contracts.

* Provide appropriate leadership and support relative to business agreements, government and commercial contracting methods, policies, procedures and regulations.

* Collaborate with customers in definitizing contracts.

* Perform other duties as assigned to drive the vision, fulfill the mission, and abide by the values of this organization.

Qualifications:

* Bachelor's degree in related field.

* 2+ years' experience in government contract administration or management.

* Experience in supply chain management, program management, paralegal, or other related experience is a plus.

* Experience in Government Property Management.

* General knowledge of scheduling and invoicing systems a plus.

* General knowledge of business law and contractual requirements a plus.

* Ability to obtain and maintain government security clearance.

Work Environment:

* Office Environment: Requires physical capability to work in an office environment including sit/stand up to 9 hours a day and use basic office tools such as a computer, copier/printer, etc. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

* Hours: 7:30 AM - 5:00 PM Monday - Thursday; Friday 7:30 AM - 4:00 PM with additional hours as needed to meet demand. Occasional off-shift hours may also be required to provide support to operations.

* 9/80 work schedule.

* Office located in Lititz, PA.
