Description

Salary range is $21.63/hour to $64.42/hour, with a midpoint of $42.31/hour. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Provide Total Rewards expertise and support for the Agency's Total Rewards programs. Provide support to complete new hire onboarding, organizational charts, job descriptions, job analysis, process employee changes, employment authorization, and perform audits. Provide reports on a regular basis and help to support the Total Rewards team, other HR team members, and managers on Total Rewards matters.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Completes onboarding and new hire processes by entering new hires into the HRIS. Serves as the primary on-site Total Rewards representative in processes tied to New Employee Orientation, including communicating and meeting in-person with new employees during the onboarding and hiring process. Ensures collection of I9 documents and other necessary documentation, and provides a positive new hire experience.
  • Partners with employees and Total Rewards to enter and update employee records (such as promotions, terms, etc.) in human resources information system (HRIS). Ensures accuracy and timeliness of all entries so that employees are paid correctly on a timely basis and that benefits are activated correctly.
  • Maintains current job descriptions/classifications on the applicant tracking system and regularly audits positions to position control in collaboration with the Senior Total Rewards Specialist and Budget.
  • Supports the Total Rewards team to complete the annual compensation surveys and provide updates to the compensation tool.
  • Prepares quarterly updates to organizational charts. Applies changes, tracks vacant positions, and routes final charts through executive leadership for approval. Provides final, approved charts to internal and external groups as necessary.
  • Audits employee files. Supports digitization of paper files and proper off-site storage of paper files once digitized.
  • Manages employee phone stipends. Confirms proper approval, updates phone number in the employee directory, and works with Payroll to begin stipend payment. Audits stipend program as necessary.
  • Collaborates with the People & Culture chief of staff team on the agency service award and recognition programs, working with Payroll to administer award time, and ordering retirement plaques.
  • Manages the enrollment for employee fitness center access. Partners with building management to ensure correct employee registration.
  • Participates in updating Total Rewards and Benefits intranet site (HUB).
  • Provides support to ensure compliance of compensation and classification programs and practices. Supports Total Rewards team in regular and special audits.
  • Manages the employment verification vendor; responds to employment verification requests in a timely manner.
  • Maintains up-to-date employment law posters and similar messaging at all agency buildings.
  • Assists with compensation and benefits processes as necessary.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit's Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Human Resources, Business Administration, Finance or similar field. Four years of HR, HRIS, Finance or other similar analytical experience; OR an equivalent combination of education and experience.

Preferred Licenses or Certifications:



  • CCP (Certified Compensation Professional) or a similar compensation certification.


Required Knowledge and Skills:



  • Knowledge of general HR practices and confidentiality issues.
  • Demonstrated experience consulting and solving business problems.
  • Maintaining confidentiality and communicating with tact and diplomacy.
  • Analytical strengths, attention to detail, and ability to problem solve and perform audits of daily work.
  • Ability to interact with third party contacts; such as consultants, other companies, and compensation groups.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • High customer services skills, shown through the ability to use judgment in balancing the needs of the customer while considering the policies and procedures of the company.
  • Ability to work in a culturally diverse environment.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets.
  • Identifying and resolving problems in a timely manner using sound judgment.
  • Responding to inquiries and in effective oral and written communication.


Preferred Knowledge and Skills:



  • Experience with UltiPro or other HRIS systems.
  • Advanced knowledge of Word, Excel, Visio, and other MS Office products.
  • Experience with developing, implementing, and meeting functional budget.
  • Ability to gather market data and use excel data analytics.
  • Interpreting and administering human resources policies and procedures and in effectively gathering and analyzing data to develop reports and recommendations related to human resources programs and functions.


Physical Demands / Work Environment:



  • Work is performed in a hybrid office environment.
