Primary Purpose The Environmental Advisor - Air Monitoring and Reporting (EA-AMR) role will support the development, implementation, and maintenance of programs, policies, procedures, and processes in support of the Port Arthur LNG (PALNG) terminal facility's environmental compliance strategies. The EA-AMR maintains a strong working knowledge of air-focused environmental regulations, permitting processes, management of change requirements, and how current and future regulations may impact operations. Manages the Leak Detection and Reporting (LDAR) program, coordinates with LDAR contractors, and oversees routine budget reconciliation and budget approval tasks. Preparation and submittal of semiannual LDAR compliance reports and compliance certifications. Investigates potential deviations and non-compliance with air permit conditions for LDAR and Continuous Emissions Monitoring Systems (CEMS) programs, including tracking CEMS downtime details. The EA-AMR is responsible for performing and/or overseeing environmental tasks to ensure compliance with Federal, State, and local regulatory requirements in support of business functions. Duties may include regulatory applicability determinations, managing the monitored emissions from equipment leaks, ensuring emissions monitoring accuracy for combustion turbines CEMS. Developing and conducting environmental training, auditing, providing technical guidance to business units, preparation of presentations and technical reports, and interpretation of data. EA-AMR reports directly to the Environmental Superintendent and will primarily be located at the PALNG site. Occasional travel to Contractor's offices or HCOE may be required.
