Position Description
Part of the Business Development and Communications (BDC) Division, serves as a key strategic advisor and thought leader to the leader of the Business Development team, CEO, and COO regarding ATI's vision, strategic priorities, people, capabilities, and our core industry needs while focusing on external engagement and communications with members of Congress, Personal and Committee Staff, senior leaders within the federal agencies, including, but not limited to, the Department of Defense, Department of Homeland Security, and Department of Health and Human Services, and key leaders within industry. Provide leadership of the development, coordination, and dissemination of corporate communications and strategies that align with company objectives that keep ATI at the forefront of our industry.
Essential Functions:
- Serves as a strategic engagement thought leader for the company and drives concepts and campaigns that further those initiatives.
- Establishes a high level of knowledge of ATI's vision, strategic priorities, people, capabilities, and our core industry needs and support the leader of the Business Development team to drive that vision throughout the Department and across the company.
- Supervises and leads ATI's educational efforts on Capitol Hill, including meeting with congressional staff as well as preparing and accompanying ATI's CEO and COO when they engage with Congressional leaders.
- Ensures ATI's external advocacy firms and Special Advisors meet expectations and deliver measurable value by leading the coordination of all legislative activities, including scheduling, planning, and conducting Capitol Hill visits.
- Ensures ATI legislative inquiries and engagements are coordinated through the ATI Executive Leadership Team to ensure synchronized messaging.
- Leads efforts of internal Communications and Marketing team and provides direction to commercial firm responsible for external messaging on our website and social media platforms.
- Works with leadership from ATI consortia, engaged in Congressional efforts, to ensure that their efforts do not contradict ATI's education efforts.
- Stays fluent with federal government policies, budgeting, policy development, and legislative initiatives that could affect ATI and its core functions, especially policies related to acquisition flexibilities.
- Leads the preparation, analysis and implementation of budget, legislative and other major policy issues affecting ATI and ATI's collaborations.
- Provides concise analysis to the Leadership Team, and appropriate Program Managers, on policy issues of concern being considered by Congress, with an emphasis on the annual National Defense Authorization Act, annual Defense Appropriations Bill, and the appropriation and authorization bills for other federal agencies of concern.
- Works with ATI's Executive Leadership Team and Department/Division leads to identify, develop, and execute strategic projects, to include leading and managing, cross-functional teams that execute strategic projects on time and within budget.
- Support in the development of measurable deliverables for the Executive Consultants (EC) and makes recommendations on additions/subtractions to the group.
- Develops and leads the execution of the annual corporate engagement plan with regards to ATI attendance at expos, symposiums, speaking engagements, etc. Task includes the development of internal/external strategic communications to include drafts of presentations, tradeshow materials, etc. to ensure appropriate messaging and brand strategy are effectively executed.
- As necessary attend and represent ATI at such events.
- As required, assists with proposal development and review.
- Identifies new relationships and develops strategic engagement plans to elevate ATI's profile that will increase the potential to win new business.
- Coordinates with the BDC Division in the development and dissemination of corporate communications and marketing strategies that align with company objectives and keeps ATI in the forefront of the Consortium Management marketplace.
- Assists with the development and execution of ATI's strategic initiatives.

Qualifications:
- Master's Degree and 7 years of relevant experience or a Bachelor's degree and a minimum of 10 years of relevant experience working in organizational leadership and strategic planning.
- Previous Capitol Hill experience is highly desired, either by serving as a legislative liaison or as a member of personnel or committee staff.
- Must have previous supervisory experience.
- An understanding of the Department of Defense, Other Transaction Authorities, or other related government experience.
- Strategic thinker with a demonstrated ability to develop and implement strategic plans as well as process improvements.
- Excellent writing/editing and verbal communications skills.
- Solid leadership skills, strong business acumen, and the ability to lead change.
- Strong interpersonal skills include ability to actively listen, read audiences, and quickly identify key issues and areas of need.
- Must be able to deliver in-depth briefings, both written and verbal, to an executive level audience.
- Self-starter, able to work independently, and enjoy creating and implementing new initiatives.
- Must be a U.S. citizen by birth or naturalization, or a green card lawful U.S. permanent resident, or a political asylum seeker in the U.S.
- Must successfully pass a background check to access sensitive information and automated systems.

Anticipated starting salary is in range commensurate with education and experience:
$165,000 - $180,000 |
