Title: Department Analyst - CPCS $53,768 - $84,261 / Posted Thru: 11/14/2025 Location: 100% Remote - Must work and live in the state of Michigan Purpose: Under the direction of the manager of the Operations Section, the Department Analyst will assist the Cancer Prevention and Control Section (CPCS) as a Contract Manager and liaison to the Bureau of Grants and Purchasing (BGP) and contracted agencies. Duties and Responsibilities: * Conduct programmatic and fiscal monitoring of sub-recipients/grantees, including risk assessments, in collaboration with program staff to ensure adherence to state and federal regulations. * Offer training and technical assistance on contract management to program staff and grantees as needed. * Act as a liaison between the Budget, Grant, and Purchase office (BGP), CPCS, and the Operations Section to troubleshoot and guide grantees on contract-related issues. * Assist grantees with budget development, oversight, and monitoring to ensure fiscal responsibility. * Conduct regular reviews of grantee Financial Status Reports to track and monitor expenditures, to ensure compliance with state and federal requirements. * Deliver timely and accurate technical assistance to CPCS managers, staff, and grantees. * Work closely with other Operations Section financial staff as a collaborative team. * Attend CPCS, Operations Section, Division, and Bureau meetings as requested. * Participate in professional development training. * Remain proficient in Microsoft Excel, Word, and the State's EGrAMS grant management system. * Lead the execution, amendment, and close-out of CPCS contracts, coordinating with program staff, grantees, and other Department personnel. * Maintain a positive, strong, credible, and professional demeanor with all parties relevant to MDHHS projects and always represent MPHI's and MDHHS's best interests. * All other duties as assigned. Qualifications/Requirements: Education: A bachelor's degree in business or finance, or equivalent combination of education and work experience. Experience: A minimum of 2 years related experience in contract management, compliance, record keeping, financial reporting, or an equivalent combination of education and experience. Familiarity with budgets, federal grants, and the State of Michigan EGrAMS system is a plus. Important Skills and Characteristics:
Work Environment and Physical Requirements: No significant physical activities are required in this position other than deskwork and lifting of office materials and equipment, and materials <50 lbs. Involves using standard office equipment and significant computer-related activities such as viewing a CRT or VDT screen at least 85% of the time. Remote, in-person, and hybrid work options are available. May require a valid vehicle operator's license when needed to perform duties of the position.
